This is a fantastic opportunity to join the major cross government Unity Programme which will bring together Shared Services for His Majesty's Revenue and Customs (HMRC), Department for Transport (DFT) and Ministry of Housing, Communities and Local Government (MHCLG). The programme aims to deliver the tools in Human Resources (HR), Finance, Payroll, and Procurement to enable the user to complete administration tasks quickly and with minimal effort by modernising our IT Platform, bringing together our shared services teams, standardising our data and cutting through processes that cost our departments time and money.

We have an exciting opportunity for a Business Analyst to help drive delivery of various components for the shared solution for the Unity cluster. The Process Transformation and UCD team is a key component of the Unity Programme, developing processes for Department for Transport, HMRC and the MHCLG under a single Shared Services umbrella. In this unique and dynamic position, you will provide analytical leadership that supports transformation at pace, ensures public value, and strengthens future service delivery. You will bring order and clarity to complex, cross departmental challenges. Take ownership of ambiguous work, structure it, progress it, and ensure it results in clear, practical decisions and deliverable outcomes.

A problem solver with a curious mindset, you will be forward thinking and take responsibility for progressing complex pieces of work independently and driving them to completion. Working with the team to identify what is needed, plan the approach, bring together the right people, and deliver high quality outputs without over reliance on direction. There may be occasional travel involved in this role to attend cross-government and cross department meetings.

Person specification

The ideal candidate will have strong Business Analysis experience within large-scale transformation. You will bring proven capability in some or all areas of process design, service design, target operating model development, and requirements definition and will be confident navigating change in fast-paced environments. You will be a confident facilitator with experience leading cross-functional and cross-organisational workshops and have familiarity with planning change and implementation approaches, including readiness, transition design, and adoption. With adaptability, resilience, and a proactive approach to problem-solving, you are a collaborative team player, able to translate complex information into clear, actionable insights for a range of audiences.

Key Responsibilities

  • Take ownership of ambiguous work, structure it, progress it, and ensure it results in clear, practical decisions and deliverable outcomes.
  • Ensure materials are decision ready, accessible, and aligned with programme objectives and governance standards.
  • Lead workshops with departmental leaders, subject matter experts, delivery partners and operational teams.
  • Shape and assess delivery options, considering feasibility, policy alignment, risks, and service impact.
  • Distil wide-ranging viewpoints into clear recommendations that support evidence-based decision-making.
  • Contribute to transformation planning, readiness assessment and transition design.
  • Work closely with operational leaders to ensure new processes, roles, and services are understood and viable.
  • Work effectively with stakeholders across multiple government departments, agencies, and delivery partners.
  • Act as a trusted analytical lead who can operate through influence, not authority.

Desirable Criteria:

  • ServiceNow experience including involvement in UX / CX design.
  • Experience with ERP systems, particularly SAP S/4HANA, including involvement in design, testing, and deployment phases.

Alongside your salary of 58,541, HM Revenue and Customs contributes 16,959 towards you being a member of the Civil Service Defined Benefit Pension scheme. HMRC operates both Flexible and Hybrid Working policies, allowing you to balance your work and personal commitments. We welcome applications from those who need to work a more flexible arrangement and will agree to requests where possible, considering our operational and customer service needs. We offer a generous leave allowance, starting at 25 days and increasing by a day for every year of qualifying service up to a maximum of 30 days.
