We're growing our Recruitment and Talent Acquisition function at HMRC and are looking for two experienced recruitment professionals to join our Executive Resourcing team as Talent Acquisition Partners.

The Executive Resourcing team at HMRC provides high level attraction, candidate search, selection and recruitment support for Senior Civil Servant (SCS), Non-Executive Directors (NED) and Independent Advisors (IA) across HMRC. We provide a dedicated and tailored service for every campaign, ensuring a more defined end-to-end process with clear accountability through the whole recruitment lifecycle. The Talent Acquisition Partner plays a crucial role in HMRC's recruitment strategy, responsible for delivering end-to-end talent acquisition for all senior civil servant roles. This role is integral to building strong talent pipelines, ensuring seamless candidate experiences, and enabling HMRC to deliver on its recruitment goals.

Person specification

You will take ownership of the full recruitment lifecycle, from sourcing and selecting ideal candidates, to building strong and trusted stakeholder relationships and ensuring a positive customer experience. This position requires a proactive and adaptable individual with expertise in recruitment strategy, stakeholder management, and a commitment to delivering results. You will be joining a friendly and supportive team who work flexibly to recruit across a range of professions.

You will have responsibility for:

  • Developing tailored recruitment strategies based on thorough analysis of job roles, required capabilities, and current market trends.
  • Attracting and sourcing high-quality senior level candidates and providing business areas with shortlists of appropriate candidate profiles, based on an assessment of their experience and suitability for the role.
  • Providing high-touch candidate engagement ensuring a seamless and professional experience for candidates throughout the entire recruitment journey.
  • Collaborating with hiring managers and stakeholders, providing consultative advice and market insight, and maintaining strong relationships across the organisation.
  • Providing regular updates on campaign progress, coordinating interviews and assessments, and managing offers.
  • Analytical thinking to derive actionable insights from recruitment metrics, implementing innovative solutions for continuous improvement.
  • Using Office 365 tools efficiently for document creation and management, monitoring, and reporting on recruitment progress to ensure transparency and accountability.

Essential Criteria:

  • Proven experience of end-to-end recruitment delivery with evidence of scoping, sourcing, screening, assessing, offer management and onboarding.
  • Applied knowledge of direct sourcing techniques including identifying and engaging candidates via different professional and social networks.
  • Strategic and analytical: able to draw on insight to develop tailored recruitment approaches to meet business needs.
  • Exemplary relationship building skills, able to confidently communicate with stakeholders at all levels and evidence of ability to build strong and trusted partnerships across multiple business areas and with external partners and functions.
  • Proven team player who is fully flexible and supportive of others, able to adapt to the requirements and priorities of the team.
  • Evidence of managing a high-impact and quality service in a fast-paced, complex stakeholder environment.
  • Ability to confidently use Office 365 tools including Outlook, Word, Excel, PowerPoint, and CoPilot.

Desirable Criteria:

  • Public sector recruitment, or a combination of public and private sector, is desirable.
  • Experience of applicant tracking systems (ATS), ideally Oleeo, although not critical as training will be given.
  • Chartered CIPD membership or commitment to achieving it.

Alongside your salary of 37,682, HM Revenue and Customs contributes 10,916 towards you being a member of the Civil Service Defined Benefit Pension scheme. HMRC operates both Flexible and Hybrid Working policies, allowing you to balance your work and personal commitments. We offer a generous leave allowance, starting at 25 days and increasing by a day for every year of qualifying service up to a maximum of 30 days.
