The vision of People Analytics and Insight (PAI) is that people Insights are at the heart of HMRC making informed decisions. PAI's mission is that we will be an efficient, high achieving function focusing our expertise on HMRC's priority activities, applying data curiosity and storytelling to reveal insights that enable HMRC to make evidence-based decisions that are easy to act on.

This role sits within the Customer Delivery team within People Analytics and Insight (PAI), which is one of three capability areas along with Programmes; Technology & Data and Strategy, Communications and Optimisation. The Customer Delivery team is focussed on helping internal customers get the most value out of people insight by addressing the business problems which are most relevant to them (e.g. key workforce issues). The team deliver insightful products and services which ensure our customers take decisions which are underpinned by evidence. This role will lead the delivery of management information projects to provide high quality management information, with the ambition of effecting real change within the Department, improving the working lives of our 65,000 employees.

Key Responsibilities:

  • Understand HMRC's HR Business need for sound, high quality, management information to deliver people insight and analytics to enable HMRC to shape its future through evidence-based decision-making.
  • Interpret business needs into requirements, ensuring outcomes are aligned with service vision and organisational strategy.
  • Turn high-level solution ideas into logical delivery plans, making efficient use of resource and factoring in any related risks and dependencies.
  • Collaborate and effectively communicate with senior stakeholders to ensure user needs are met and expectations are managed.
  • Effectively set priorities, objectives and timescales for project work, communicating these appropriately with key stakeholders.
  • Lead a team to deliver impactful management information, with a strong focus on attention to detail to ensure outputs meet quality standards.
  • Foster an innovative environment to achieve shared goals with a focus on continuous improvement of ways of working.
  • Lead assurance activities to ensure the integrity and accuracy of management information visualised as dashboards.

Person specification

This role requires an individual who can lead others, take the initiative and work with minimal supervision. You have experience of designing and delivering management information projects, ensuring teams produce high-quality outputs with strong attention to detail. You are patient, calm under pressure and able to support and direct teams in a collaborative and innovative way, working with others to achieve shared objectives. You can think on your feet, use initiative, make decisions when needed and take accountability for your actions, while escalating risks and issues appropriately. You also build effective working relationships with a wide range of stakeholders, including senior managers, and bring a positive approach to problem solving.

Essential Criteria:

  • Leadership: Ability to take ownership of work within delegated authority, making sound decisions, and escalating issues appropriately when required. Strong written and verbal communication skills, with the ability to set clear direction, articulate priorities, influence stakeholders at all levels, and explain complex issues clearly by adapting messages to the audience.
  • Project Management: Proven experience of managing analytical projects end-to-end, including planning, resource management, monitoring delivery against time, cost and quality, and taking action to address risks, slippage or quality concerns. Knowledge of operating within established governance frameworks, including ensuring adherence to GDPR, data protection and security requirements.
  • Analytical Delivery: Experience of delivering high quality, high impact analytical products through others, including applying quality assurance and validation processes to ensure analytical outputs are accurate, robust and consistent prior to publication or use in decision making. Experience of using Power BI and related tools to cleanse, transform and model large datasets, generate insight from management information, and communicate that insight clearly through data storytelling to both technical and non-technical audiences.

Desirable Criteria:

  • Experience of Evaluation and/or development of KPIs.
  • Experience of the wider Microsoft Power Platform, including PowerApps and Power Automate.
  • Experience in conducting assurance activities to verify the accuracy of management information.
  • Good understanding of how data is structured, modelled and utilised to enable clear and impactful data visualisation.
  • Experience of leading and developing people, including line management or coaching, and building effective, inclusive, high-performing teams.
