HMRC\\\\\\\’s Chief Digital Information Office (CDIO) has recently reorganised its operating model to a structure of having teams for developing products (within the Chief Digital Product office or \\\\\\\’CDPO\\\\\\\’) or developing platforms (Chief Engineering and platforms office or \\\\\\\’CEPO\\\\\\\’). The goal on the CDPO side is to become a product led organisation which builds and runs high quality products for tax administration. A crucial part of this reorganisation is developing how product management at HMRC works across the product organisation, led by a practice owner (the Head of Product management). We are looking for a practice manager for product management to support the practice owner. The Practice Manager will ideally be an experienced product manager who is interested in helping an organisation develop its product management capability. They should be a thought leader who is passionate about helping product teams work at their best, setting up product teams for success, and working in a way that helps HMRC to scale best practices across dozens of product teams. They should support the community of product teams to operate effectively, by tracking who is in the community and their access and uptake of tools, learning and development resources, and other things to help them operate well. They should be able to influence stakeholders, include senior level stakeholders across the organisation, to influence product management ways of working. If you are already good at developing products as a product manager, and now want to develop the product leadership skills around influencing an organisation to adopt the right culture and practices to build good product teams, this will be the idea role for you. Support the practice owner for Product management to promote and implement the adoption of best practice for product management across HMRC. This includes helping the practice owner to understand how teams work today, their constraints going forward, and creating tailored plans for how product teams can adapt their ways of working so they can move towards working in the best practice ways for product management. Maintain an up-to-date register of all Product Managers in the organization and manage this group as a community of practice. Track the learning and development and access to appropriate tooling for product managers in the community. (This may require working with suppliers and managing them effectively to secure these resources for product management). Support the practice owner to create the guidance for how to set up or product teams, or optimize existing teams, around best practice standards for product management. Coach product teams on product management skills. This could include iterating HMRC\\\\\\\’s \\\\\\\’learning journey\\\\\\\’ for what product managers should know as they move up the product management career path, iterating guidance on how to do certain product management activities on our \\\\\\\’product management academy\\\\\\\’, running workshops with teams, or running community of practice sessions. Collect feedback to continually improve these activities so product management skills are constantly maintained and improved. Track the success of how different product teams develop their product management maturity over time, with the aim of getting all product teams to a state where they are one day effectively able to own the product strategies for their areas (in collaboration with internal clients), deliver effectively, and continually iterate and improve products in agile, lean and user centred ways. Influence a wide range of stakeholders, from deputy directors, product leads and other professions across HMRC to adopt product management practices. Support the practice owner to get ideas through internal governance so that HMRC can embed the processes needed to enable good product management practice. In-depth understanding of Product Management, ideally with hands on experience of using those skills to successfully lead a product team to build digital products and features. Familiarity with ITIL 4 and related frameworks. Excellent verbal and written communication skills, with the ability to tailor messaging to diverse audiences, including senior leaders, Product Managers, and cross-functional teams. Ability to foster a sense of community and ownership among Product Managers, building a supportive and engaged practice community. Experience in managing training programs and organising events or initiatives that support community development and skill-building. Excellent organisation skills to manage HMRC\\\\\\\’s community of 300+ product managers. Experience of managing budgets and suppliers to ensure we get the highest value from the resources available (for use in managing licencing arrangements for tools for the product community and learning providers to maximise how we build skills from our L&D budgets). Product management Alongside your salary of £56,344, HM Revenue and Customs contributes £16,322 towards you being a member of the Civil Service Defined Benefit Pension scheme.
