We are seeking an exceptional Senior Resource Manager to join the dynamic Resource Management team for a 2-3 month contract. The successful candidate will have responsibility for reporting on recruitment plans and processes for the portfolio, and will involve significant stakeholder management across HMRC. This is a fast-paced environment with a requirement to be adaptable to change, therefore applicants must be able to demonstrate the ability to work at pace and manage competing and changing priorities as recruiting our required resources within short timescale is key to us delivering the Directorate's business plans.

The successful candidate should be flexible and be able to create and maintain effective working relationships with individuals and teams at all levels in the directorate. They must also have experience of being able to work independently with minimal supervision and motivating team colleagues to achieve our recruitment goals.

Role responsibilities
  • Resource Strategy and Planning: Leads the development and implementation of resource and capability activities across several projects. Maintain and enhance robust recruitment and workforce data, using regular reporting mechanisms for transparency and continuous improvement.
  • Stakeholder Management: Collaborate with stakeholders including vacancy holders, finance team, talent acquisition team.
  • Reporting: Produce insightful reports and plans on recruitment activities, ensuring an evidence-based approach to workforce management. Track roles, assignments, end dates.
  • Contingent labour: Support onboarding of contingent labour, record spend against budget, hold regular reviews of role filling.
Qualifications

The successful candidate will need:

  • Proven experience in resource management and talent acquisition;
  • Strong understanding of recruitment strategies and workforce planning;
  • Experience in data analysis and reporting related to recruitment metrics and workforce insights;
  • Flexible and adaptable to changing circumstances within a dynamic environment in a positive manner;
  • Experience in handling large data sets and understanding financial impacts;
  • Experience in commercial and contingent labour activities.
Communication Skills

Excellent verbal and written communication skills, with the ability to present complex information clearly to a variety of audiences; ability to influence and challenge effectively, comfortable working with senior colleagues and external stakeholders:

  • Strong interpersonal skills and the ability to develop effective relationships with stakeholders across boundaries;
  • Ability to negotiate and manage relationships effectively to ensure high-quality outcomes.
Commitment to Continuous Improvement

A proactive approach to identifying areas for improvement in recruitment processes and workforce insights. Proven experience in resource management, workforce planning within a complex multi-programme environment. A good understanding of HR Recruitment Policies; Proven ability to think strategically and partner effectively with stakeholders to align recruitment initiatives with organisational objectives; Experience in CS recruitment including working with OLEO; ability to produce, interpret and present recruitment data using OLEO and Excel; Strong written and verbal briefing skills and an eye for detail; Experience in commercial and contingent labour activities; Strong organisational skills, with the ability to manage competing priorities and deliver to tight deadlines.
