Overview
The Multi-channel Digital Tax Platform (MDTP) is an award-winning Platform as a Service (PaaS) which hosts all of HMRC's Digital Services. The Platform is built and run by teams of DevOps engineers, each working on delivering a specific set of functions to our end users. The teams are fully agile, and work with a Platform Owner and Delivery Lead to ensure continuous delivery.
As a Platform Owner, you will oversee the full lifecycle management of a platform to ensure optimisation, scalability, security, and alignment with business and technological objectives. You will balance feature development with operational health, addressing risks and technical debt, and driving platform improvements for cost-efficiency, reliability, and adaptability. This role requires strategic leadership, stakeholder engagement, and technical awareness to maintain a modern, flexible platform that integrates with emerging technologies.

You will act as a key part of CDIO’s intelligent client function, ensuring that the Platform is secure and available at all times, balancing BAU activity that ensures tenant service teams can deploy easily, efficiently and securely and fostering an innovative spirit on the Platform, where MDTP is at the forefront of the latest technology and standards. You will ensure blockers are kept to a minimum, including where other Platforms need to integrate with MDTP to deploy their services, but will defend MDTP’s position as an opinionated platform.
As an experienced agile practitioner, you will be a strong proponent of delivery teams releasing small changes frequently and will advocate for the Platform, particularly in areas where Cloud computing is not as well understood. You will keep a balance between engaging with other parts of HMRC and protecting Platform teams to deliver against their individual backlogs, recognising autonomy at team level.
You will help ensure that the Platform is responsive to user needs and invests in feedback loops and will own items on the Platform risk board, working to mitigate/resolve risks to the Platform, whilst ensuring security is not a blocker to delivery.
You will engage with suppliers to ensure the Platform is suitably resourced to deliver its objectives. You will have responsibility for your own team's budget for tooling, personnel and cloud infrastructure costs.
You will collaborate with other Platform teams to help deliver cross-team deliveries as well as managing your own teams’ work items that ensure the Platform as a whole remains secure, innovative, evergreen and user-focused.
You will work with our strategic suppliers to offer support to the tenant service teams that utilise the Platform and assist with the resolution of live incidents and issues.
You will be a confident and articulate communicator, working with the Lead Platform Owner to represent HMRC on calls with wider stakeholders as required.

- Contribute to the creation and progress of Platform OKRs and KPIs.
- Work to recruit & retain permanent staff in order to gradually replace contractors across all disciplines.
- Underpin the delivery and iteration of digital services through effective analysis of qualitative and quantitative user data.
- Oversee resolution of platform-related issues and maintain operational integrity.
- Ensure platform security and compliance with regulatory standards.
- Manage risks associated with operations, including vendor dependencies.
- Engage with external networks to understand trends and best practices.
- Line manage, coach, and mentor platform team members.
Essential Criteria
- An understanding of cloud infrastructure and the offering of a PaaS.
- Ability to prioritise the work your team undertakes.
- Understand a user’s need and work with others to structure as deliverable tasks.
- A proven track record of delivery and ongoing ownership/management of high-quality digital products, including management of live service change & support of customer-facing services.
- Experience of defining the minimum viable product and making decisions about priorities.
- Getting to grips with technical concepts and products both within your own tech stack and across the platform. You don’t have to be technical but you do need to understand what your team is doing and how they intend to do it.
