The purpose of this role is to ensure suppliers and their performance are managed appropriately to support the seamless provision of quality products and services, through an optimised sourcing strategy, effective supplier relationships, and continual improvement, while reducing operational and delivery risk and driving increased value through your contracts. The Lead Supplier Manager is accountable for supporting the sourcing, supporting contract modifications, smooth transition and exit of suppliers and mainly ensuring suppliers and their performance are managed effectively to enable secure, reliable and value-for-money digital services for HMRC and customers.

In this role you will lead the day-to-day management of complex supplier contracts, ensuring strong performance, value for money and service continuity. Build effective relationships across suppliers, commercial, finance, service and business teams to deliver better outcomes for HMRC and customers. Use KPIs, SLAs and governance forums to monitor performance, manage risk and drive continuous improvement. Support supplier lifecycle activity, including sourcing, onboarding, contract change, transition and exit. Manage supplier issues, dependencies and escalations to protect delivery and reduce operational risk. Lead and develop a small team, promoting consistent, professional supplier management across CDIO.

Person specification

  • End to End Supplier Lifecycle Management of your contracts
  • Support and assure the supplier lifecycle of your own contracts including: Evaluation and selection, Onboarding and mobilisation, Performance and relationship management. Also Renewal, Transition and Exit.
  • Ensure consistent use of Contract frameworks and Statement of Works templates, Performance and compliance criteria.
  • Ensure supplier information, decisions and performance are visible, auditable and managed centrally.

Performance, Risk & Value Management across your contracts

  • Define and maintain supplier performance measurement frameworks, including KPIs, SLAs and outcome measures.
  • Ensure supplier reporting supports HMRC defined success measures, not supplier defined metrics.
  • Track and manage: Performance issues and service impacts, Risks, dependencies and continuity concerns, Financial value, benefits realisation and cost drivers.
  • Lead resolution of supplier issues and conflicts through structured governance and escalation routes via your operational performance board.
  • Measure, track, and report supplier performance, value realisation, risks, costs, and benefits.
  • Implement and maintain supplier performance metrics, SLAs, and reporting methodologies to drive accountability and improvement.
  • Address supplier issues, conflicts, and dependencies through effective governance and escalation mechanisms.

Third Party Integration & Dependency Management across your contracts

  • Ensure third party services are effectively integrated into HMRC digital products and services.
  • Work with the supplier management pre-award team to Identify, analyse and manage critical supplier dependencies across CDIO value streams.
  • Work with the supplier management pre-award team to ensure alternative sourcing options are identified for strategic and high risk services.
  • Work with the supplier management pre-award team to embed dependency considerations into service design, delivery and operations, not treated as an afterthought.

Governance, Reporting & Continuous Improvement

  • Provide clear and timely supplier management reporting to CDIO governance forums (e.g. Operational Performance Boards, Portfolio Boards).
  • Support assurance, audit and compliance activity across supplier arrangements.
  • Champion lean, standardised and collaborative ways of working across supplier management.
  • Build a culture of continuous improvement, accountability and "one CDIO team" working.

Essential Criteria

  • Supplier or commercial management in large, complex private, public sector or enterprise environments.
  • Experience of leading a small team and experience and working knowledge of managing suppliers and contract performance.
  • Experience and Working knowledge of value and how to understand opportunities to realise it within contracts.
  • Experience of making improvements to drive better customer outcomes.

Desirable Criteria

  • Knowledge of ITIL 4 practices, value streams and service management principles but not essential and you will be provided with training.
