HMRC is the UK's tax, payments and customs authority and we have a vital purpose: we collect the money that pays for the UK's public services and help families and individuals with targeted financial support. HMRC's Fraud Investigation Service (FIS) is responsible for the Department's civil and criminal investigations. FIS provides HMRC with an effective investigation arm to enforce the Department's compliance policies.

This is an exciting opportunity to join HMRC's Communications Data Unit (CDU) within FIS Digital Operations. Working across Law Enforcement and government, Digital Operations provides investigative tools and covert techniques to front-line investigations and works with key partners to develop and provide access to new technology and systems to enable investigators to respond to serious and complex tax evasion and crime.

The CDU provides dedicated support to HMRC investigation teams. There will be a requirement for overnight stays and travel in connection with the CDU duties.

Flexibility Payment: This post attracts a Level 2 Flexibility Payment (FP) that is paid monthly with salary. This FP allows HMRC flexibility to change your work pattern, at short notice, to meet business needs. You will be expected to undertake periods of On Call and work additional hours, at weekends and outside your normal working hours/days (including bank holidays).

Person specification: The CDU is the centre of excellence in the lawful acquisition of communications data. The successful candidate will contribute and make a difference to every investigation. You will solve investigation problems and help teams to achieve their objectives at pace.

  • Provide expert advice and support to operational teams in the acquisition and use of communications data.
  • Participate in operational planning where communications data is key to the success of an investigation.
  • Work collaboratively with teams in FIS and RIS to set up and manage effective Communications Data strategies.
  • Provide on call and out of hours support to operations.
  • Represent HMRC at meetings with external partners and maintain professional relationships.
  • Prepare and deliver presentations on communications data and exploitation.
  • Present Communications Data training to both new and experienced members of investigation teams.
  • Maintain liaison throughout CODE teams to ensure best investigation solutions.

Please note: Security Check (SC) clearance level, either already held or willing to obtain, is a requirement of this role.

Essential Criteria:

  • Experience of working with IPA (Investigatory Powers Act 2016) procedures.
  • Experience of working in Law Enforcement / Intelligence Development.
  • Knowledge and experience of HMRC multiple direct / indirect tax regimes.
  • A keen interest or relevant experience in communications and digital data.

Benefits: Alongside your salary, HM Revenue and Customs contributes towards your pension scheme. We offer a generous leave allowance, starting at 25 days and increasing by a day for every year of qualifying service up to a maximum of 30 days.
