The Insight and Engagement Lead plays a critical role within HMRC, bridging the gap between data and information driven insights and strategic stakeholder engagement. This position requires an individual who can transform complex analytical findings into accessible narratives that inform decision-making at the highest levels of the organisation. You will be responsible for leading projects that utilise the findings of qualitative and quantitative analysis to understand customer compliance behaviour, operational effectiveness and emerging trends within the tax and customs landscape.

In this role, you will work closely with senior leaders across multiple directorates, presenting insights with confidence and clarity. Your ability to navigate ambiguity will be essential as you tackle complex challenges where the path forward may not always be clear. You will lead a team of insight and engagement specialists, fostering an environment of continuous learning and innovation. The Insight and Engagement Lead will also serve as a key liaison between technical teams and business stakeholders, ensuring that analytical outputs are not only rigorous but also relevant and actionable. You will champion the use of evidence-based approaches to problem-solving, whilst maintaining a focus on the human impact of our work. Your key responsibilities will include:

  • Lead the development and delivery of insight material using qualitative and quantitative products to generate actionable insights.
  • Present complex findings to senior stakeholders with clarity and confidence.
  • Manage and develop a team of Insight and engagement professionals.
  • Navigate ambiguous situations and provide strategic direction when faced with uncertainty.
  • Build and maintain relationships with key stakeholders across the organisation.
  • Ensure analytical outputs align with organisational priorities and drive meaningful outcomes.

As Insight Briefing and Engagement Lead, you will:

  • Have strong understanding of quantitative and qualitative analysis and the ability to provide clear, evidence-based insight that highlights risks, opportunities and what it means for senior customers.
  • Have strong communication skills and be able to distil complex messages into simple, compelling narratives that drive decisions.
  • Be an excellent problem solver, applying structured techniques to diagnose complex issues, identify root causes and develop evidence-based solutions.
  • Have strong leadership skills and experience of building and motivating high-performing teams to deliver against organisational priorities.
  • Provide clarity and direction in ambiguous or uncertain situations.
  • Use strong negotiating and influencing skills to build trusted relationships with senior stakeholders to shape outcomes.

  • Experience of negotiating and influencing senior leaders, stakeholders and teams in order to achieve successful outcomes.
  • Understanding of qualitative and quantitative analytical products to draw out key findings, trends and deliver actionable insight on behalf of senior customers.
  • Excellent communication skills, both verbal and written.
  • Confidence in presenting to and engaging with senior leaders.
  • Ability to work effectively in ambiguous and complex environments.
  • Proven leadership capabilities with experience managing teams.
  • Strategic thinking and problem-solving skills.

This role requires Security Check (SC) level security clearance.
