Locations: Glasgow, Leeds, Worthing

HMRC Payments are responsible for payments in and out of HMRC and future payment strategy. This includes working with banking suppliers, IT suppliers, Government Banking Services, HM Treasury, and business areas across HMRC and Government.

The successful applicant will lead a complex, critical project, which oversees the changes needed to transform payments related business processes from complex, multiple and individual activities to a single set of generic, functional processes.

Experience in consultancy and project delivery to successfully manage complex operational projects within challenging timescales, scope, and cost is essential.

The successful candidate will:

  • Standardise, harmonise and improve payment processes across HMRC.
  • Develop and evolve processes and functions to improve the overall customer experience.
  • Understand and manage project risks, issues and dependencies ensuring mitigating actions are identified and actioned.
  • Operate under pressure and respond quickly to changing circumstances and tight timetables as priorities evolve and escalate.
  • Use evidenced based insights and data to design plans and drive improvements.
  • Deal with multiple IT changes by establishing a relationship with internal and external suppliers to ensure all IT deliveries, including security and data aspects, are tested and approved before delivery.
  • Work with other heads of roles and leads to promote effective cross-functional delivery.
  • Be directly accountable to National Audit Office, Chief Financial Officer and HMRC Payments Director for all aspects.
  • Represent HMRC at meetings with internal and external stakeholders.
  • Lead and manage a small specialist team, building capability and excellence.

Essential Criteria:

  • A consultancy certification from the Institute of Management Consultants or the Chartered Management Institute.
  • A project management qualification of at least diploma level, from Association for Project Management or similar.
  • Proven track record of successfully delivering significant, complex change in a large public sector organisation.
  • Strong commercial, financial and risk management skills.
  • Knowledge and experience of HMRC finance and payments processes.

Qualifications:

  • A consultancy certification from the Institute of Management Consultants or the Chartered Management Institute.
  • A project management qualification of at least diploma level, from Association for Project Management or similar.
