LB operates a regional structure with each region led by a Deputy Director (DD) who is accountable for delivering the LB Strategy, Operational Delivery and People Leadership across the regions. LB London specialises in the banking and asset management sectors.
This is a high-profile Banking Sector Specialist role within HMRC and is a chance for you to add value to Large Business' strategy to address compliance risks and emerging trends in the UK banking sector. The role requires strategic and commercial thinking, and technical capability to help influence and develop compliance approaches to address areas of risk within the banking sector. We are looking for dynamic individuals to lead areas of sector risk and to work collaboratively with Customer Compliance Managers, Sector Leads, and stakeholders across Large Business to identify and drive effective compliance interventions in the banking sector.
As a Banking Sector Specialist, you will be responsible for handling the most complex matters relating to banking sector compliance, including risk assessment, sector profiling, and providing commercial insight. This role is central to HMRC's efforts to address emerging risks and trends in the banking sector by leading and supporting high-profile, technical enquiries and shaping future compliance approaches in this area. Your workload will be varied. You will lead our response on complex sector enquiries through risk assessment, sector monitoring, real-time working, and interacting with external customers and their representatives across the banking industry. You will also inform and support our operational strategy for addressing banking sector risks. You will work with a number of key colleagues across the organisation including Customer Compliance Managers, Sector Leads, Policy teams, and commercial specialists.
Successful applicants will be responsible for technical leadership in banking sector matters; focusing on building colleagues' capabilities through mentoring, training, and knowledge sharing. This is a leadership role with no line management responsibilities. Travel may be required from time to time to fulfil this role, for example to attend customer meetings or sector forums.
You will:
- Provide expert knowledge of banking sector operations, products, and risk frameworks to inform compliance strategies and act as a trusted consultant to case teams.
- Develop sector-wide profiles to identify emerging tax risks, trends, and gaps in policy or legislation, recommending compliance interventions.
- Support the design, building, and delivery of a commercial awareness programme for HMRC colleagues, enhancing sector-specific expertise and demystifying banking practices.
- Shape discussion points and contribute to internal and external forums on banking, collaborating with HM Treasury and policy teams, and feeding into proposals impacting the banking sector (e.g., bank levy, banking surcharge).
- Track regulatory changes, competitive pressures, and emerging trends within the banking industry, translating these into practical insights for HMRC colleagues.
The successful applicant will need to demonstrate relevant experience and effective delivery of the following essential criteria:
- Recent and demonstrable experience of working with or within the UK banking sector.
- Ability to interpret how banks operate, including their products, revenue streams, and risk frameworks, enabling identification of emerging trends and sector-wide risks.
- Strong communication skills, with the ability to convey complex sector concepts clearly and produce high-quality briefings and training materials.
- Familiarity with UK tax principles as they apply to banks.
- Familiarity with regulatory frameworks such as PRA/FCA requirements and Basel standards.
HMRC operates both Flexible and Hybrid Working policies, allowing you to balance your work and personal commitments.
