The Enterprise Architecture (EA) team is responsible for setting the Technology Strategy, platform capabilities, creating and maintaining roadmaps and reference architectures as well as helping to govern solutions against these strategies. The EA team engage at a strategic level, influencing policy, and setting direction for both technical and business change, ensuring that HMRC develops and maintains a strong IT Architecture capability.

Job description
Many of our colleagues work in specialist teams but with Cross Cutting aspects to their work, to one degree or another. The position advertised here is for assignment to a dedicated Cross Cutting team, collaborating with the other areas within the wider EA team.
Person specification
You will:
- Contribute to enterprise-wide strategy and roadmap development, ensuring alignment between business objectives, technology capabilities, and cross-government architecture direction.
- Contribute to development and maintenance of enterprise architecture artefacts, including capability models, reference architectures, and strategic roadmaps across multiple domains (business, data, application, and technology).
- Provide architectural oversight and governance, ensuring that solution designs align with enterprise standards, principles, and HMRC strategic direction.
- Engage with portfolios, programmes, and delivery teams, influencing design decisions and providing strategic guidance to solution architects.
- Operate within governance forums, evaluating architectural designs, and ensuring informed decision-making based on enterprise impact.
- Assess incoming work (accept / reject / defer).
- Understand and articulate cross-domain dependencies, ensuring that architectural decisions consider wider organisational implications and long-term sustainability.
- Collaborate with senior stakeholders across HMRC and wider government, building consensus, influencing direction, and communicating complex architectural concepts clearly.
- Support continuous improvement of the enterprise architecture practice, contributing to standards, tooling, and ways of working.
- Undertake rapid, high-impact analysis and advisory work, including strategic briefings, research, and responses to emerging priorities.
Essential Criteria:
Applicants must demonstrate:
- Strategy & Architecture Development - Experience contributing to enterprise architecture strategy, roadmaps, or capability models, and developing As-Is, To-Be, and transition architectures across domains.
- Enterprise Architecture Governance - Proven application of architectural principles, standards, and governance (including cost considerations), with the ability to assess solutions and provide recommendations based on enterprise impact, risk, alignment, and cost.
- Stakeholder Engagement & Influence - Ability to engage and influence stakeholders at all levels, clearly presenting architectural decisions and trade-offs.
- Business & Technology Alignment - Strong understanding of business capabilities, processes, and technology alignment to strategic outcomes, including identifying cross-domain dependencies and impacts.
- Communication & Decision-Making - Ability to communicate complex architecture clearly to varied audiences and make informed decisions in ambiguous or time-pressured environments.
- Enterprise Context Experience - Experience operating in large-scale, complex IT environments with awareness of enterprise tooling, modelling approaches, and architecture repositories.
Desirable Criteria:
It would be advantageous if you have:
- Professional Architecture Practice - Formal enterprise architecture certification (e.g. TOGAF) or working towards it.
- Cloud & Modern Technology Awareness - Knowledge of cloud platforms (AWS, Azure) and modern architectural patterns (APIs, microservices, data-driven architectures).
- Modelling & Tooling - Experience with enterprise modelling standards and tools (e.g. ArchiMate, BPMN, repository tooling).
- Delivery & Ways of Working - Experience working in Agile, product-centric environments and understanding architecture within iterative delivery.
- Government / Domain Knowledge - Awareness of public sector digital standards, with experience in government environments and knowledge of HMRC business domains and architectures.
- Cost Awareness in Solution Design - Experience developing or contributing to cost estimates for solution designs.

Alongside your salary of 45,544, HM Revenue and Customs contributes 13,194 towards you being a member of the Civil Service Defined Benefit Pension scheme. HMRC operates both Flexible and Hybrid Working policies, allowing you to balance your work and personal commitments.
