Role Overview

District Valuer Services (DVS) provides professional property services across the public sector, including to private and third sector clients in delivering public services and functions of a public nature. Our clients include Central government departments, Local and Devolved Government, Health and Transport. This role sits within the Health Sector of District Valuer Services (DVS), where we work with NHS clients to provide advice across a range of product areas including valuations for reimbursement under the NHS Premises Costs Directions, Value for Money Advice, estates advice and IFRS compliant asset valuations.

You will lead and deliver complex and high-profile health sector casework, including litigation cases, within a fast-paced environment. Provide expert technical guidance to clients and colleagues, support the development of caseworkers and wider team capability, and manage projects and strategic assignments for high-profile clients. This role will predominantly require work in London, with an expectation that you will travel to this area on a regular basis with potential overnight stays to carry out inspections, meet with clients and colleagues. We will be reasonable with our expectations and provide flexible working arrangements to support this need.

Key Responsibilities

• Lead and deliver complex and high-profile Health Sector valuation casework, applying advanced technical surveying knowledge to provide robust advice, undertake peer reviews, manage risk and ensure delivery of high-quality outcomes.
• Provide specialist valuation and estate management advice to NHS clients, including value-for-money assessments for primary care schemes, disputed cases under the Doctors' Rent and Rates Reimbursement Scheme, landlord and tenant matters, acquisitions and disposals, and IFRS-compliant asset valuations.
• Providing detailed technical guidance, training, and mentoring to caseworkers supporting capability development and the consistent application of valuation standards.
• Prepare and present expert witness evidence, reports and submissions in relation to disputed cases and litigation matters where required.
• Develop and maintain strong relationships with clients and stakeholders, understanding and appropriately challenging the requirements to deliver effective outcomes and high levels of customer satisfaction.
• Ensuring an awareness of the wider political, economic, social, technical, environmental, and legislative agendas that impact DVS and Health Sector clients.
• Maintaining a good understanding of the links to other work areas and the external business environment.
• Identifying risks and issues and making recommendations on action to be taken.

This role will require the successful candidate to undertake work in London and potentially the South East of England and be prepared to travel to these regions on a regular basis. We will be reasonable with our expectations and provide flexible working arrangements to support this need.

Person specification

Our ideal candidate will have advanced technical surveying knowledge, with a strong understanding and experience of health sector product areas. You will possess exceptional negotiation skills, along with the ability to build strong, credible relationships with colleagues, clients and agents.

Essential Requirements

• Full MRICS or FRICS Qualified. The candidate must be eligible to join the RICS Valuer Registration Scheme (VRS).
• A strong understanding of Health Sector work and its key product areas, legislation such as the NHS Premises Costs Directions, with a good understanding of current market circumstances.
• An advanced level of technical knowledge, including the application of relevant legislation, case law, codes of practice and professional RICS standards.
• The ability to identify risks and issues, proposing solutions as appropriate.
• The ability to understand and challenge the needs of the client in the delivery of high value/complex work.
• Be a credible leader, able to coach individuals to enhance their technical skills to improve the progression of their casework.
• A full UK Driving Licence is essential to this role.
• Willingness to travel, including overnight stays if appropriate.
