The Counter Criminal Capabilities (CCC) Programme will modernise HMRC's investigative capabilities through a variety of projects, intended to mitigate escalating threats from organised crime exploiting advanced technologies such as encryption, and enhancing our response to cyber-crime.
Examples of the projects in scope of the programme include:
- Maintaining Access to Criminal Intelligence (including oversight of secure estates reconfiguration, open-source research tooling, eDiscovery, covert capabilities, IoT exploitation).
- Modernised investigation management (automation, GDPR-compliant systems).
The programme budget is c.£150m over 3 years and the key programme outcome is to protect £1.7bn of HMRC revenue by the end of FY29/30.
As a Grade 7 Project Manager within the Counter Criminal Capabilities programmes, you (and a small team of direct reports) will be responsible for managing delivery of a range of Official Sensitive, Secret and Top Secret projects covering a wide range of outputs including IT Service delivery, and Estates changes. The project delivery will provide key digital services and optimised estate, essential to providing continued operational functionality for all HMRC Fraud Investigation Service Covert Operations and Data Exploitation (FIS CODE) staff.
This is an in-flight Programme and the projects are already underway, meaning you will need to be able gain a quick understanding of delivery progress and stakeholders. You will be responsible for applying proportionate governance, managing risk and assurance, and ensuring delivery achieves agreed outcomes and benefits in line with HMRC's Project Delivery standards and lifecycle.
You will work closely with senior stakeholders, multidisciplinary teams, and delivery partners, acting as a trusted delivery lead and role model for professional standards within the Project Delivery Profession.
A typical day may involve:
- Leading end to end delivery of complex projects or programme workstreams.
- Establishing and maintaining proportionate governance, controls, and assurance.
- Managing budgets, risks, issues, dependencies, and benefits.
- Engaging and influencing senior stakeholders to support delivery decisions.
- Using data and performance insight to forecast outcomes and manage delivery confidence.
- Supporting and developing project delivery capability across teams.
Professional Standards & Development - You will be part of HMRC's Project Delivery Profession and will be expected to work in line with HMRC Project Delivery standards and governance. You will be supported to achieve and maintain Government Project Delivery Accreditation, aligned to your role and level, as part of your ongoing professional development.
Essential Criteria: Candidates must demonstrate:
- Significant experience delivering complex projects or major workstreams, using recognised project delivery frameworks and lifecycle controls.
- Strong knowledge of project governance, assurance, and risk management, including the application of standards and proportional controls.
- Proven experience managing budgets, resources, risks, and dependencies in complex delivery environments.
- Ability to engage, influence, and challenge senior stakeholders, supporting effective decision making.
- Experience using delivery data and performance insight to monitor progress, forecast outcomes, and manage delivery confidence.
You will need to hold or obtain DV security clearance for this role.
