This is a high profile and exciting operational role which will require energy, technical expertise and commitment to deliver impactful insolvency and civil recovery outcomes against those who seek to profit from tax crimes. You will ensure the team delivers its ambitious objectives through delivery of its business plan, leading a culture of innovation, customer service and professionalism.

You will line manage Civil Recovery Case Directors based across multiple locations, setting insolvency and civil recovery strategy and enabling the teams to support a range of criminal and civil investigations as well as wider HMRC compliance functions. You will be responsible for developing and maintaining the capabilities and skills in your teams, creating effective and inclusive teams and maximising overall delivery and impact.

Peer managed by the Operations AD, you will be accountable for the operational caseload and will encourage flexible deployment of the resource under your leadership to deliver against priorities across Fraud Investigation Service and HMRC. You will be a role model across the organisation. The risks in fraud investigation are amongst the highest in HMRC and your compliance with the law, professional standards and best practice will be always expected.

Person specification

The Insolvency Technical Lead will provide expert technical guidance on insolvency regimes and HMRC's powers as a creditor. The role involves working collaboratively with public and private partnerships to deliver HMRC's strategic objectives in tackling economic crime and recovering evaded tax.

  • Lead, motivate, and support high-performing, inclusive teams by providing clear direction and advanced insolvency technical guidance.
  • Ensure alignment with teams objectives, managing risk and identifying effective strategies to improve operational performance.
  • Work collaboratively with key stakeholders, providing technical input on insolvency and civil recovery matters to achieve strategic and operational goals.
  • Manage strategic relationships with Legal Services and other teams to ensure best practice and optimal outcomes.
  • Contribute to planning and strategy development for civil interventions aimed at disrupting and recovering evaded tax.
  • Build technical capability within the team to meet the demands of a complex business area, ensuring robust insolvency procedures (e.g., provisional liquidation, freezing orders) are effectively managed.
  • Role model HMRC leadership values and demonstrate a strong commitment to diversity and inclusion.
  • Experience in managing risk and delivering strategic outcomes in complex environments.
  • Experience in working across public/private partnerships.
