About the Team

Strategy, Planning & Change (SPC) is a small team of 6 officials which supports HM Treasury’s Executive Management Board (EMB) and Ministers on departmental strategy, performance, resourcing and risk. We designed and developed the Treasury’s current vision and strategy, are coordinating work on HMT’s spending review settlement, and oversee the department’s Performance & Delivery Framework. We play a leading role in shaping how the department ensures its resources, structures and processes are optimised to deliver for Ministers and the public, and lead on the department’s medium-term policy challenges, including through the establishment of a new strategic analysis and insight function.

We work exceptionally closely with other teams in the SPB Group - in particular the Budget & Finance Bill team, the Growth Delivery Unit, and the Strategic Projects team - to support strategic coherence across the Treasury and ensure that resource is devoted to the highest priority areas of work.

About the Job

Key accountabilities for this role include:

  • Leading our work on the department’s objectives, how these align with the Plan for Change and the government’s Missions and using this to articulate the department’s priorities and strategy – internally and externally – through quality products and engagement. This is critical in a Spending Review (SR) year, with the SR setting the overall performance framework and priorities for government, and this role leading on implementing them internally in HMT. This cuts across every aspect of the Treasury’s work and provides an opportunity to work with senior officials and Ministers to influence the shape and direction of the department going forward.
  • Developing our thinking on horizon scanning, long-term risks, and future challenges, and how we apply strategy and foresight tools to improve how the Treasury delivers for Ministers and the public.
  • Leading SPC’s approach to performance and delivery, overseeing a proportionate framework for monitoring delivery of the department’s priorities and supporting EMB and Ministers to take decisions where things are off track.
  • Developing and maintaining excellent relationships with the network of people, across all Treasury Groups/business areas, on which our work on performance, delivery and risk depends. We want to build a stronger sense of team between us and this important network, doing more to support their development and training, and better recognising their efforts.

About You
