About the Team

The Strategy, Devolution and Cross-cutting team (SDX) works across the Business and International Tax group to support and develop strategic and critical thinking about the business tax system as a whole. We lead on strategic and cross-cutting business tax policy areas and work closely with policy partners in HMRC. The Business Tax Strategy and Analysis branch leads on strategic business tax projects including tax reliefs and taxation of Small and Medium Sized Enterprises (SMEs). We coordinate business tax input into Budgets and other fiscal events, as well as assessing the impacts of tax measures on different types of businesses. The devolution branch leads on tax devolution issues. We lead on the tax elements of devolution to Scotland, Wales and Northern Ireland, as well as proposals for devolution within England. The team also leads on cross-cutting tax policy, in particular developing and co-ordinating tax policy measures for Freeports and Investment Zones. About the Job

In this role, you will:

  • Lead on economic analysis for the business tax teams.
  • Complete economic research, modelling and analysis for leads and ministers.
  • Maintain the modelling capability of the branch – updating our models and ensuring the branch (or other colleagues) can run them on demand, working closely with colleagues in Fiscal and Economics groups.
  • Deliver on analytical projects to inform our work and support advice, based on developments in government priorities, and academia (and think tanks etc).
  • Help the team manage its busy tax policy portfolio, including coordination of cross-cutting tax policy work, feeding into briefings and PQs and working with various tax teams to ensure analysis is embedded into policy decision-making.
  • Work in close collaboration with HMRC, specialists across the Department and external partners, including in other government departments.

Qualifications:

The successful candidate should have a degree or significant practical experience in a quantitative, analytical or numerate discipline.

The successful candidate will have:

  • Proven economics and analytical skills, with the ability to synthesise a wide range of evidence to inform decision-making (Making Effective Decisions).
  • Ability to work independently, planning and driving forward longer-term projects whilst handling shorter term demands (Delivering at Pace).
  • Excellent communication skills, able to explain complex economic theory or data to a non-expert audience, quickly and effectively (Communicating and Influencing).
