We are looking for an enthusiastic and driven person to manage HMT’s interests in Cash Issuance and become a subject matter expert in coin policy and the wider wholesale cash system.
About the Team: The Debt & Reserves Management (DRM) team is a friendly, busy and outwards facing team of c.28 people, which manages key financial assets and liabilities on the public sector balance sheet – using analysis, oversight and our stakeholder links to Bank of England, the Debt Management Office, National Savings & Investments (NS&I) and The Royal Mint. The team is within DRM, the Retail Debt and Cash Issuance branch and are a supportive and dynamic team leading on a wide ranging, and high profile set of policy issues, with significant engagement from Ministers and Special Advisers. The branch is responsible for developing strategy and legislation related to banknote and coins; working closely with the Bank of England and The Royal Mint; and sponsorship and spending for NS&I.
The key responsibilities of the post-holder will be:
- Lead on circulating coin matters, working closely with The Royal Mint to develop policy related to coinage (particularly with respect to coin production and ordering) ensuring HMT objectives, including meeting demand, affordability and value for money, are reflected.
- Supporting the G7 on structuring and developing the department’s future relationship with TRM on coin production.
- Lead on commemorative coin advising the Chancellor of the Exchequer in her role as Master of the Mint on the approval of new coin designs and themes.
- Sponsorship of the Royal Mint Advisory Committee, including running processes to appoint new members and responding to relevant departmental commissions.
- Support on wholesale cash policy with regular engagement with the Bank of England in embedding the Wholesale Cash Distribution Oversight Regime, advising seniors and Ministers of risks and policy solutions as required.
- Shape and understand policy developments in related, wider areas.
- Building strong relationships across HMT and proactively seeking out areas of joint interest, ensuring HMT objectives in coin issuance are reflected in workstreams and advice, such as Access to Cash and the sponsorship of The Royal Mint.
- Lead the branch’s response to commissions, correspondence, Freedom of Information Act requests and Parliamentary Questions.
- Being flexible to Ministerial requests and priorities.
