About the Team

The Infrastructure, Labour Markets and Migration team is a friendly team of around 15 policy advisers and economists which sits at the heart of the Treasury’s economics ministry function and the growth agenda. We shape the government’s strategy for infrastructure by defining spending priorities, supporting investment and enhancing delivery. We lead the development of vital institutions like the National Infrastructure and Service Transformation Authority (NISTA), and lead HM Treasury’s efforts on growth-focused policies, including employment and migration. The team as a whole, have a friendly, supportive and collaborative culture, with a strong commitment to wellbeing and professional development.

About the Job

High quality infrastructure is key to the government’s growth and clean energy missions, and significant investment will be needed over the coming years. To facilitate this, the government must offer a clear vision, project pipeline and financing options to guide the private sector.

To support this, you will:

  • Collaborate with other departments and external partners to shape the government's strategy on private finance for infrastructure.
  • Advise HM Treasury ministers and senior officials on the technical aspects and implementation of various private finance models for infrastructure projects.
  • Work with Treasury teams to ensure that spending, fiscal, and other key factors are considered when evaluating funding and financing models for infrastructure.
  • Build and maintain strong relationships with the National Infrastructure and Service Transformation Authority (NISTA), industry, and other stakeholders to guide ministers on infrastructure finance decisions and solutions.
  • Represent the Treasury at external meetings and events.
  • Assist the wider group, NISTA, and infrastructure teams on projects beyond your portfolio to advance the government’s ten-year infrastructure strategy and broader growth goals.

You’ll play a key role in shaping and implementing the UK’s infrastructure strategy and financing options. This is a unique chance to influence major projects and investments, impacting the UK’s infrastructure for years to come.

About You

You will have excellent analytical skills, which means you will be able to consider various and often competing pieces of evidence to enable you to make recommendations to Ministers. You will be confident working independently and leading on multiple pieces of work, but also thrive on building strong relationships and delivering goals with others.
