HMRC has recently established two new teams, one to manage secondments and the other to support specialist recruitment which will drive the department’s strategic objective to Close the Tax Gap.

This role combines leadership of a small recruitment team (specialist team only) with the development and implementation of innovative talent acquisition strategies. You will balance operational delivery with strategic projects, ensuring recruitment processes are efficient, effective, and aligned with HMRC’s commitment to diversity and inclusion. You’ll build strong relationships with stakeholders at all levels, from hiring managers, senior leadership and 3rd party recruitment and strategic partners, while continuously improving our candidate experience and employer brand.

Responsibilities:

  • Lead and develop a high-performing recruitment team, setting clear objectives and providing coaching and support (specialist team only).
  • Design and implement talent acquisition strategies aligned with strategic recruitment goals for customer groups.
  • Manage complex recruitment projects such as alumni’s, secondments, contingent labour, hiring manager training programmes and employer brand initiatives.
  • Build and maintain relationships with key stakeholders across CCG and the wider organisation, influencing recruitment decisions and strategies.
  • Monitor recruitment metrics and KPIs, identifying trends and opportunities for improvement.
  • Ensure compliance with Civil Service recruitment principles and equality legislation.
  • Continuously improve candidate experience and recruitment processes.
  • Manage recruitment budgets and resources effectively.

Essential Criteria:

  • Demonstrated ability to manage multiple priorities in a fast-paced recruitment environment supporting continuous improvement.
  • Demonstrated experience in building diverse talent pipelines for specialist or hard-to-fill roles using traditional and new sourcing techniques such as AI and CRM technology platforms.
  • Strong stakeholder management and influencing skills with both internal and external stakeholders.
  • Excellent communication and negotiation capabilities.

Alongside your salary of £44,110, HM Revenue and Customs contributes £12,778 towards you being a member of the Civil Service Defined Benefit Pension scheme.

We offer a generous leave allowance, starting at 25 days and increasing by a day for every year of qualifying service up to a maximum of 30 days.

Sift:

If you successfully pass the sift stage, you will be invited to an interview.

Interview:

During the panel interview you will be asked experience and behaviour-based questions to explore in detail what you are capable of and to also explore what you enjoy and your motivations relevant to the job role. Interviews will be via Teams Video. Details to be confirmed.
