About the role
This is a unique opportunity for an Architect to work within HMRC at a time of significant change and transformation as it drives the focus of IT delivery away from point solutions and exploits the opportunities that cloud technologies can provide.
This outstanding opportunity is for an experienced Architect to work within the Architecture function of HMRC, part of the Chief Digital & Information Officer (CDIO) Group to be a part of the Architecture Office team.
This is a senior leadership role that will provide opportunities to bring together, develop and lead teams of professionals to promote consistent architecture across a multi-billion-pound portfolio of business transformation projects, including cross-government projects.

Our CDIO Architecture Office team (AO) are responsible for:
Strategic impacting of Enterprise Level Change in HMRC that impacts CDIO’s accountabilities to enable decision making in alignment with the IT strategy by;
- producing briefings for Tech keyholder on all change in the end-to-end lifecycle(E2ELC) through strong collaboration with Solution, Enterprise and Chief Architects and experts in P+UCD to produce Cross-cutting and Enterprise Level outputs to give senior leaders a clear picture of the impact of Architecture changes and alignment to HMRC’s IT Strategy and Roadmaps and recommend where action is needed to get better clarity of requirements.
- tracking and managing those conditions raised during the keyholder impacting process.
- Impacting items at the triage stage of the E2ELC
- leading the creation of architectural outputs to enable cost estimating, sequencing, and support Chief Operating Office with capacity views for fiscal events such as Budgets and Spending Reviews
- Maintaining a repository of the impacts moving forward to enable more proactive impacting of change using forward view and pipeline of changes by engaging key change forums such as EPWG, Design Forum, CIDC.
This is a key role in the Chief Technology & Design Office area of CDIO and an exciting opportunity at a critical time as the Department moves to deliver its commitments agreed with Government in the next spending round and as we align to a new operating model in CDIO.
You will be part of a team including Solution and Enterprise Architects and Business Analysts to ensure that changes are impacted against the Strategy and Roadmaps. Empowering, supporting and developing them and contributing to the wider EA team to achieve the highest performance standards.
You will take responsibility for tasks and deliver products to deadlines, removing blockers and driving collaboration across a wide-ranging landscape including architecture, business, finance, commercial and Change Group stakeholders. Facilitating senior level understanding of the impact of changes which will decide where further activity is required to ensure that any Cross-cutting elements or activities that will impact Strategy are understood.

As a team member you will be accountable for IT impacting to ensure enterprise level business and IT change in HMRC is impacted strategically, consistently and in a data driven way through a number of lenses to ensure consequences of proposals are understood by stakeholders.
Working at a strategic level you will engage with a host of business and IT stakeholders and key partners, influencing policy, and set directions for technology and business change in line with HMRC \’Digital by Default\’ strategy.
You will champion the adoption of latest technologies, whilst transforming HMRC’s large IT estate towards a smaller number of strategic platforms as well as operate as an internal consultant in IT infrastructure architecture, developing and driving adoption of HMRC’s Enterprise Architecture vision, strategies, directions, and roadmaps.

In this role, you will:
Act as a trusted ambassador for CDIO striving to make us a trusted IT partner to the wider department.
Ensure your team delivers strategic outcomes through others and be accountable for the efficient production of briefings, early solution, policy, and fiscal event impacting to time and understand and consider dependencies of varying complexity, feeding into larger programmes and portfolios.
Work in collaboration with solution, enterprise, and chief architects to produce cross cutting and enterprise level outputs.
Collaborate with our Planning team and liaise with internal and external partners to partners to manage and maintain the IT Strategy plan and develop and influence a culture of capability-based impacting across HMRC.
Be responsible for understanding, managing, and communicating to complex stakeholder groups, balancing priorities.
Impact in-flight Project scope changes that may affect the IT Strategy Plan are escalated appropriately dependent on the level of dependencies.
Keep up to date with the wider digital economy and identify advances in technology, emerging trends and be able to understand and articulate how this could impact HMRC.
Develop, document, and establish architectural principles, policies, standards and reference architectures.
Provide architecture governance and technology decision making aligned to enterprise architecture directions.

You will need to demonstrate within your application the following essential criteria:
A broad IT and Enterprise Architecture (EA) background, with experience in architecture enterprise scale IT or architecture roles where you will have gained experience of large-scale IT.
Experience of driving, delivering, and assuring technological change against the background of organisational transformation.
Experience of engaging at a strategic level and playing a key role in setting organisational objectives, influencing policy and leading on technical and business change.
Demonstrable experience in developing Technical Capability within an organisation. Including empowering, supporting, and developing staff.
Experience in articulating strategic approaches to the modernisation and rationalisation of complex legacy IT estates.
Stakeholder Management – The ability to simplify complex and technical information for non-technical, often senior audiences.
Being able to see the big picture – an overall perspective on business issues, events and activities, and an understanding of their wider implications and how this interrelates with the organisation\’s IT capability.
Ability to work under broad direction in challenging and unpredictable environments, playing a key role in influencing strategic decision making and understand strategic consequences of decisions.
Able to work effectively in pressurised situations and can be relied upon to deliver, irrespective of circumstances.
Experience of working with policies and projects across the end-to-end design lifecycle.
Experience of working in multi discipline change teams to produce measurable costed solution impacts.
The ability to work across organisational boundaries to identify, clarify and resolve problems.
Be a confident communicator with good interpersonal skills and a proven dedication to continuous improvement in self and others.
Understanding and experience of commercial contracts, procurement and sourcing strategies.
TOGAF, AWS, Microsoft cloud certifications.
Knowledge of Enterprise Architecture tools such as Abacus, etc.
Experience in driving Architecture Governance.
Experience of working within a large and complex IT Estate.
