Government Banking, hosted by HMRC, plays a vital role in managing banking and payment services for over 600 government departments and public bodies. At the forefront of innovation, it provides secure, efficient and resilient financial operations that underpin the delivery of public services. This function is central to safeguarding government funds and driving transformation across the banking and payments landscape.

Government Banking is onboarding Lloyds Banking Group to the Bottomline Payment & Cash Management (PCM) platform as part of a major programme supporting HMT, HMRC and wider government. We are seeking someone with deep expertise in SWIFT MT/MX (ISO20022) and financial messaging integration to provide hands‑on technical support, challenge, and guidance to the project team and delivery partners.

You will work closely with Government Banking, Bottomline, and Lloyds Banking Group to accelerate design, readiness and successful implementation.

Key Responsibilities
  • Provide authoritative guidance on SWIFT MT/MX message standards, validation rules, flows, and mapping for the Lloyds‑PCM integration.
  • Interpret Lloyds’ technical specifications, including FileAct, structured address changes, and ISO20022 updates.
  • Translate complex messaging requirements into clear impacts for Government Banking.
  • Identify and resolve technical design challenges across the integration.
  • Constructively challenge partner designs and propose mitigations or simplifications.
  • Participate in design reviews, workshops, and technical sessions.
  • Contribute to testing strategy and readiness planning.
Capability & Knowledge Uplift
  • Assess current Government Banking capability in SWIFT, ISO20022, and messaging flows.
  • Produce recommendations for upskilling, including training materials and knowledge‑sharing sessions.
  • Represent Government Banking in technical forums with Lloyds, Bottomline, HMRC and HMT.
  • Ensure Government Banking’s requirements are clearly communicated and understood.
  • Identify and escalate risks or dependencies related to SWIFT integration, ISO20022 change, and transition timelines.

Significant hands‑on experience with SWIFT MT and MX/ISO20022 standards, including mapping, translation and validation. Strong understanding of financial messaging integration patterns (e.g., FileAct, batch, real‑time). Proven experience supporting bank onboarding, payment capability delivery, or core banking integrations. Ability to explain complex technical concepts clearly to non‑technical stakeholders. Experience in regulated or public sector environments (desirable).
