At Budget 2025 the Chancellor announced the establishment of the Advance Tax Certainty Service (ATCS). This team will play a pivotal role in providing upfront tax certainty on major investment projects.
It is an exciting time to join the team, as the ACTS is in the formative stages of development. The successful applicants will have the opportunity to play a leading role in successfully implementing the new service, working collaboratively across HMRC and feeding into an area that is continually evolving.
The Advanced Tax Certainty Service will be part of HMRC’s Business, Assets & International (BAI) directorate, which sits at the heart of government tax policy making. It is HMRC’s centre of expertise for business, international, and capital assets taxation - advising on policy, legislation, and technical issues. We help shape tax regimes to support HMRC’s strategic goals: closing the tax gap, improving customer experience, modernising tax administration, and supporting wider economic aims.
HMRC is the UK’s tax, payments and customs authority. Our purpose is to collect revenue to fund public services and provide targeted financial support to families and individuals.
The ACTS team is looking for three experienced tax experts. All three roles will require the successful candidate to effectively deploy their technical tax expertise and experience, to agree high quality clearances. The roles relate to Corporation Tax, and we are also looking for specific knowledge and expertise in Capital Allowances and Research and Development (R&D).
- Corporation Tax - Research and Development (R&D) Specialist
All three roles will involve:
- Leading high-quality tax analysis to issue clearances to businesses.
- Building effective working relationships internally within HMRC, as well as externally at senior levels with businesses and tax advisors.
- Support the future development of the service, both through incremental improvements to how it is delivered, and plans to expand the service in the next phase.
- Managing and developing team members to successfully deliver the service in the next phase.

You will require:
- Significant recent experience of high-quality technical tax analysis or advice on complex Corporation Tax issues, in the areas specialised above, in the context of large-scale commercial investment projects.
- Proven ability to successfully manage and lead complex projects or enquiries end-to-end.
- The ability to get up to speed quickly on issues and work at pace to deliver high quality outcomes.
- Strong stakeholder management and collaboration skills – including the ability to work across a range of stakeholders both internally and externally, plus mentoring junior colleagues.
- Strong written and verbal communication skills.
- Proven ability to manage and prioritise complex and competing demands.
Successful candidates will need to have significant experience of leading technical tax analysis on complex Corporation Tax issues, across corporation tax, R&D, or capital allowances, to identify the correct tax treatment for major commercial investment projects that can withstand senior scrutiny.
Proven ability to develop load-bearing relationships both internally and externally to the organisation, in order to achieve positive outcomes. Strong evidence of being able to manage a busy workload, effectively prioritising different tax technical projects using efficient resource allocation, to deliver the best outcome overall.
