As part of the Scotland & Northern Ireland Large Business, Employer Duties Technical Team, you will play a critical role providing technical support to G7 and SO colleagues while overseeing all aspects of technical and legislative issues in the complex Oil & Gas Sector.
The Senior Employer Duties Specialist is a new but pivotal role within HMRC, responsible for providing expert technical guidance and strategic leadership on employer duties compliance within the Oil & Gas sector. This position requires a visible leader who can navigate complex tax risks, influence stakeholders, and develop innovative approaches to emerging challenges. You will work collaboratively across teams to ensure businesses meet their obligations whilst supporting HMRC's mission to collect revenue that funds vital public services. The role offers the opportunity to shape policy, provide authoritative advice, and contribute to the continuous improvement of our approach to employer duties in this specialist sector. You will be expected to maintain up-to-date knowledge of industry developments, anticipate risks, and communicate effectively with both internal and external partners. The Senior Employer Duties Specialist role will require strong leadership, organisational and communication skills with the ability to adapt to differing customer needs quickly.
The successful candidate will use their technical knowledge and skills to act as a leader on specific Oil & Gas sector technical issues and model professional skills and behaviours for LB, working closely with other key stakeholders.
Responsibilities will include:- Confidently and effectively collaborate with a wide range of internal (including Policy, Technical, Communications and Digital) and external stakeholders.
- Consider the full range of compliance treatments available and make effective decisions as to which is/are most appropriate to the risk presented.
- Positively interact and influence behaviours internally and externally, offering both proactive and reactive support where required, to achieve the best outcome for all parties.
- Provide clear direction to peers.
- Display strong organisational skills to ensure customer requirements are managed and HMRC’s business needs, operational targets and priorities are met.
- Have excellent communication skills and will build and maintain relationships with complex customers and other key internal and external stakeholders.
- Bring strong and up-to-date industry knowledge, applying insights to guide decisions and share best practice across the team.
The successful applicant will need to demonstrate relevant experience and effective delivery of the following essential criteria, as well as their qualifications:
- Recent leadership experience of employer duties risks in the Oil & Gas sector.
- Demonstratable experience of Employer Duties experience in a tax technical role.
- Comprehensive knowledge of the Oil and Gas Sector and associated risks.
- Experience of influencing through written and verbal communications.
- A track record of developing strategic solutions to complex tax issues.
- Proven ability to develop others through effective coaching, mentoring and knowledge sharing, enabling colleagues to build capability and achieve their full potential.
You must hold at least one of the following qualifications:
- Chartered Tax Adviser (CIOT)
- Advanced Diploma in International Taxation (CIOT)
- A Consultative Committee of Accountancy Bodies (CCAB) membership qualification including:
- Institute of Chartered Accountants of England & Wales (ICAEW)
- Institute of Chartered Accountants in Scotland (ICAS)
- Institute of Chartered Accountants Ireland (ICAI)
- Association of Chartered Certified Accountants (ACCA)
- Chartered Institute of Management Accountants (CIMA)
For previous or existing HMRC employees TSP or predecessor qualification (TPDP, IDP, ITS2, CPT FT2) - (note - existing HMRC employees would only be eligible if they have completed the appropriate course to get them to G7 level (or above) as a tax professional).
Salary and BenefitsAlongside your salary of £71,725, HM Revenue and Customs contributes £20,778 towards you being a member of the Civil Service Defined Benefit Pension scheme.

We offer a generous leave allowance, starting at 25 days and increasing by a day for every year of qualifying service up to a maximum of 30 days.
