HM Revenue & Customs (HMRC) is the UK's tax and customs authority, collecting Β£966.4 billion in tax revenue in 2025-26 to fund vital public services. We are transforming how we work, investing in technology, data and our people to improve customer experience, modernise tax administration and close the tax gap.
The Opportunity
The Risk and Intelligence Service (RIS) sits at the heart of HMRC's compliance work, bringing together data, analytics and intelligence to understand and manage risks across the tax system.
As Director of RIS, you will lead more than 3,500 colleagues delivering critical risk, intelligence, analytical and data services. You will join at a defining moment, leading significant transformation and harnessing investment in data, analytics, automation and AI to improve compliance outcomes and productivity.
As a key member of HMRC's senior leadership, you will help shape our compliance strategy and approach to closing the tax gap, while building organisational capability and strong partnerships across government, law enforcement and internationally.
The Person
We are seeking an outstanding strategic and operational leader with a strong track record of leading large, complex organisations through significant change while maintaining excellent delivery.
You will bring experience of large-scale operations and working in complex, risk-led environments, alongside an understanding of how data, analytics, technology, automation and AI can improve organisational performance. You do not need to be a technical specialist, but you will have the credibility to lead and challenge specialist teams.
An influential and collaborative leader, you will bring strong strategic judgement, build high-performing teams and forge effective relationships across organisational boundaries.
This is an exceptional opportunity to lead a nationally significant function at the heart of HMRC's ambition to close the tax gap and protect the revenues that fund the UK's public services.
