We are seeking 2x experienced Delivery Manager(s) to lead the delivery of complex, high-risk products and services within HMRC’s CDIO function. You will be accountable for delivery outcomes, act as the main point of escalation, and engage senior stakeholders. The role involves coaching and mentoring delivery managers and teams, promoting Agile practices (particularly Scrum), and driving continuous improvement. You will help embed innovation and modern ways of working across the organisation, contributing to IT and business objectives.

Key Duties

  • Lead one or more multi-functional teams delivering complex projects, managing dependencies across agile and non-agile teams.
  • Coach and mentor teams in Agile practices, focusing on Scrum and scaled methodology.
  • Facilitate continuous improvement and remove delivery blockers.
  • Negotiate and communicate effectively with stakeholders, maintaining and repairing relationships.
  • Challenge scope and unnecessary business processes to optimise delivery flow.
  • Represent the delivery management profession within HMRC and across government.
  • Provide strategic leadership in planning, reporting, risk/issue management, and operational problem solving.
  • Manage stakeholders at all levels, including senior business and IT leaders.
  • Oversee commercial and supplier management with a focus on quality.
  • Promote a culture of learning, development, and coaching within the team.
  • Ensure clear communication, organisation, and decision-making to keep delivery commitments on track.

Travel

Travel will be required as part of the role.

Essential Criteria

  • Expert knowledge of Agile and Lean practices, with experience leading teams and tailoring new ways of working.
  • Strong stakeholder management and communication skills, able to mediate between technical and non-technical audiences.
  • Proven ability to maintain delivery momentum, addressing complex risks, issues, and dependencies.
  • Experience across the full product lifecycle, including planning and engagement at appropriate stages.
  • Ability to challenge and improve organisational processes, driving innovation and continuous improvement.
  • Strategic planning and leadership skills, including project reporting, risk management, and financial oversight.
  • Commercial and supplier management experience, ensuring value and quality from contracts.
  • Team leadership and coaching capability, fostering collaboration and accelerating team development.
