The Fraud Investigation Service (FIS) is responsible for dealing with cases of serious fraud and bespoke tax avoidance by way of civil and criminal investigations. These cases are the most challenging complex cross tax interventions that HMRC undertakes. FIS consists of approximately 4,500 professionals including a range with specialist skills such as Intelligence Analysis, forensic accountancy and cybercrime investigation. FIS provides HMRC with an effective investigation arm to enforce the Department's compliance policies. This enables the Department to deliver against our strategic responsibilities across all the taxes and duties HMRC administers.
Our work includes tackling complex offshore evasion, international smuggling of illicit excise goods, exports of controlled weapons and technology, labour market abuses, VAT and Self-Assessment repayment frauds and a host of other attacks on the tax system. FIS deploys the full range of powers and approaches to protect funding for UK public services, from surveillance and undercover operations to communications interception and cyber ops; investigating the most harmful tax cheats and ensuring nobody is beyond our reach. This plays an important part in building trust in the compliant majority and reinforces the Department's fair and even-handed approach.
Fraud Investigation Analysis (FIA) is the Operational Analysis arm of the Fraud Investigation Service. Our Intelligence Analysts work closely with FIS investigators and help them understand information collected as part of their investigations. Analysts can work with data extracted from HMRC systems, seized digital devices such as computers, phones or tablets, from Communications Service Providers or banks, or information generated by investigators, for example, intelligence or surveillance logs.
Our Intelligence Analyst Team Leaders are technical specialists responsible for leading regional teams of Intelligence Analysts. The successful applicant will lead the FIA Croydon team to support investigators in the Croydon Regional Centre, as well as in Reading and Portsmouth. In this role, you will provide strategic direction and oversee team performance to ensure high-quality customer service and adherence to Service Level Agreements (SLAs) and Key Performance Indicators (KPIs). You will be responsible for motivating the team and managing individual performance, attendance, and conduct, while ensuring that your team of Intelligence Analysts are equipped with the tools and knowledge required to excel in their roles.
You will play a key role in building and maintaining a customer base, taking accountability for identifying suitable casework and coordinating workload allocation within the team. Using the Intelligence Analysis Training, you will be expected to influence and assure the production of a range of innovative and complex analytical products to support casework effectively. As a member of the Leadership Team, you will also contribute to driving continuous improvement across FIA and lead projects aligned with FIA's strategic business priorities. Please note that occasional travel and overnight stays will be required.
In your role as Intelligence Analyst Team Leader, you will:
- Manage and lead a team of up to seven Higher Officer Intelligence Analysts.
- Maintain a customer base in the Croydon, Portsmouth and Reading regions and source appropriate casework.
- Co-ordinate and prioritise case work against competing resource demands, both locally and nationally.
- Be accountable for the timely delivery of analytical products produced by your team to support Civil and Criminal investigations.
- Ensure that appropriate analytical techniques are used in the production of your team's analysis.
- Manage and assure the quality outputs of your Intelligence Analysts.
- Work with assigned mentors to guide new analysts through their initial training (Practical Trial Period) and ensure they meet the required standards to pass their probation and practical assessments.
- Encourage and seek development opportunities for you and your team members, acting as a tutor, coach or mentor when needed.
- Manage the performance, attendance, and conduct of your team members.
- Actively contribute to the range of activities within FIA's Senior Leadership Team to drive continuous improvement.
You will be comfortable using a range of communication methods, engaging effectively with colleagues from across the team and wider business to deliver agreed objectives to help progress fraud investigations. You'll be fully committed to supporting change and development through a culture of continuous improvement, sharing good practice, and addressing gaps in personal and team capability as appropriate.
Applicants must have:
- Completed HMRC's Intelligence Analysis Professional Trial Period; Or possess an analysis qualification recognised by Professional Head of Intelligence Analysis (PHIA) or the College of Policing's Intelligence Professionalisation Programme (IPP) - such as GIAT, NAP; OR hold an equivalent qualification; OR be willing to undertake training if not already qualified.
- Experience managing/leading a team or others in an intelligence environment. This may include in a counter fraud, serious organised crime, national security, cyber threat, financial crime, law enforcement, or similar field.
- Experience working in an analytical role within an intelligence environment or working closely with analysts.

Alongside your salary of £50,686, HM Revenue and Customs contributes £14,683 towards you being a member of the Civil Service Defined Benefit Pension scheme. HMRC operates both Flexible and Hybrid Working policies, allowing you to balance your work and personal commitments. We welcome applications from those who need to work a more flexible arrangement and will agree to requests where possible, considering our operational and customer service needs. We offer a generous leave allowance, starting at 25 days and increasing by a day for every year of qualifying service up to a maximum of 30 days.
