Business Architect role at HM Revenue & Customs.

Locations: Birmingham, Bristol, Cardiff, Edinburgh, Leeds, Liverpool, Manchester, Newcastle, Preston, Stratford.

Enterprise Transformation Group (ETG) is responsible for the development of a single transformation plan for HMRC and working with partners to deliver it. Through this plan, they are driving and enabling HMRC to become an innovative, effective digital business that improves customer and colleague experience and delivers a reduction in the tax gap over the next five years.

The plan will co-ordinate the right changes from policy, process, people and platform, align with strategic outcomes and avert lost opportunities by designing common solutions that work across the whole tax system. ETG makes sure change is happening in a prioritised manner, at pace and with impact, driving HMRC towards its vision. ETG enables HMRC to make the right changes, faster.

Business Architecture within ETG is part of a combined strategy, architecture & design service, which partners across HMRC and wider government to facilitate change and transformation. We are delivery- and outcome-focused, bringing structure to a diverse and complex environment; seeking to understand each area of the organisation, building knowledge to pull together architecture views, and then tell a coherent story of how HMRC is transforming - in a simple language for everyone to understand.

Role responsibilities:

  • Lead the development of early propositions and align them with departmental strategy as they move into programme delivery.
  • Ensure effective design is a permanent feature of each change, ensuring standards are met and there is clear line of sight from strategy to delivery.
  • Conduct deep dive analysis on a range of sophisticated and high profile topics, bringing clarity and consistency to support decision making; outlining options and the reasons for them to our partners.
  • Maintain governance arrangements and standards for business information, escalating impacts, risks and issues appropriately.
  • Champion the Business Architecture Profession through coaching, mentoring, and continuous improvement.
  • Provide architectural viewpoints to programmes and projects; ensuring alignment with strategic roadmaps.
  • Occasional travel may be required.

Experience:

  • Modelling business architecture artefacts using a variety of tools and techniques; developing standard and scalable models as required to collect, aggregate or disaggregate complex information.
  • Excellent communication skills and the proven track record to engage and negotiate with key stakeholders at appropriate levels; this includes written and verbal communications as well as visualisations.
  • Ability to lead design discoveries and influence multi-functional teams.
  • Creative and flexible approach to working in a challenging and sometimes ambiguous environment, shifting direction if necessary but maintaining progress.
  • Understanding of and ability to apply architectural principles, methods, and tools to business challenges.
  • Ability to assimilate and correlate disconnected approaches, documentation and diagrams and articulate their collective relevance to the department through the lens of business capabilities.
  • Experience visualising and building high-level models that can be used in future analysis to extend and mature the department’s critical thinking.

  • Professional Certificate in Business Architecture
  • Business Architect Professional (BAIP)
  • The Open Group Architecture Framework (TOGAF) Certified
  • Delivery Qualifications (e.g. Agile Project Management, Prince2)
  • Business Analysis Related Qualification
