Technology & Transformation: across Central Government, organisations are increasingly adopting AI and data-driven approaches to enhance policy development, improve operational efficiency and deliver more responsive public services. However, the complexity of regulatory requirements, legacy systems and governance frameworks means that successful AI adoption depends on clear requirements, strong business alignment and effective translation between policy, operations and technology. You will play a critical role in shaping how AI solutions are identified, defined and delivered - ensuring that initiatives are aligned to business priorities, deliver measurable value and operate within secure, highly governed environments.
We are seeking to hire experienced AI Business Analysts within our AI Scaling and Transformation team, a centre of excellence in Deloitte's Engineering, AI & Data service offering. You will work with Central Government clients, third parties and Deloitte teams to define, shape and support the delivery of AI and data-driven solutions. This is a client-facing Manager role where you will own analysis workstreams, manage stakeholders and translate complex operational and policy needs into clear, actionable requirements for AI and engineering teams.
As an AI Business Analyst, you will play a key role in bridging the gap between business needs and technical delivery. In this role, you may be expected to:
- Own business analysis workstreams, ensuring requirements, outputs and documentation are delivered in line with programme objectives, timelines and quality standards.
- Engage with senior stakeholders across policy, operations and technology to understand business challenges and identify opportunities for AI-enabled transformation.
- Define and document AI use cases, user stories, process maps and functional/non-functional requirements to support solution design and delivery.
- Translate complex business and operational needs into clear requirements for engineers, data scientists and architects, enabling effective solution development.
- Support the development of business cases, value propositions and delivery roadmaps for AI initiatives.
- Ensure alignment with governance, security, privacy and responsible AI requirements within Central Government environments.
- Collaborate with multidisciplinary teams to track delivery progress, manage dependencies and ensure requirements are met throughout the solution lifecycle.
We are looking for candidates who can demonstrate skills and experience in some of the following:
EDUCATION & EXPERIENCE
- Degree or equivalent experience in Business Analysis, Public Policy, Technology, Data or a related discipline.
- Strong experience delivering business analysis within technology, data or AI-enabled transformation programmes, ideally within consulting or public sector environments.
- Proven ability to own analysis deliverables and workstreams, managing priorities and engaging effectively with senior stakeholders.
- Experience working in Central Government or similarly regulated environments; candidates must be eligible and willing to obtain or hold security clearance.
- Demonstrated ability to translate business requirements into technical specifications and support delivery teams throughout project lifecycles.
BUSINESS & AI PROFICIENCY
- Strong understanding of AI, data and digital solutions, including the lifecycle from use case definition through implementation and scaling.
- Experience defining user stories, process maps, functional and non-functional requirements, and acceptance criteria in agile delivery environments.
- Ability to bridge business and technical teams, translating complex AI concepts into clear, actionable requirements and business outcomes.
- Understanding of governance, security, privacy and responsible AI considerations within public sector environments.
- Strong stakeholder management, facilitation and communication skills, with the ability to influence and engage a wide range of stakeholders.
- Experience working in agile, cross-functional teams and supporting delivery across multiple workstreams in complex transformation programmes.
