About the Team

HMRC’s Fraud Investigation Service (FIS) is responsible for the department’s civil and criminal investigations.

FIS provides HMRC with an effective investigation arm to enforce the Department’s compliance policies. This enables the Department to deliver against the strategic responsibilities across all the taxes and duties it administers. This includes complex offshore evasion, international smuggling of illicit excise goods, exports of controlled weapons and technology, labour market abuses, VAT and Self-Assessment repayment frauds and a host of other fraud attacks targeted at the tax system.

FIS is home to a wide range of people with a variety of skills and professional backgrounds – including accountants, cybercrime specialists, criminal justice professionals, tax professionals and operational delivery support teams to name but a few. We use a range of powers and approaches to protect funding for UK public services, investigating the most harmful tax cheats and ensuring nobody is beyond our reach.

Covert Operations, Digital Exploitation (CODE) sits within FIS. Working across Law Enforcement and government, CODE provides investigative tools and covert techniques to front-line investigations and works with key partners to develop and provide access to new technology and systems to enable investigators to respond to serious and complex tax evasion and crime.

Job Description

Cybercrime & Forensic Services (C&FS) provides critical support to FIS investigations nationally through the provision of important forensic services. From supporting warrant executions to the preservation and analysis of digital evidence.

The Forensic Science Regulator (ā€œFSRā€) has provided clear instruction that all forensic service providers within the criminal justice system will become compliant with the FSR Codes and Practice of Conduct (ā€œFSR Codesā€) as well as relevant ISO standards for the conduct of digital forensics activities.

There are several areas across C&FS which needs to comply with the code. Working alongside practitioners as subject matter experts, the Research and Technical Manager will be responsible for developing and delivering documented technical procedures, maintaining quality checks and the competency framework and method validation, as well as ensuring maintenance of obtained UKAS accreditation to the required standard(s).

This is a unique opportunity to be responsible for critical elements of our services provided to HMRC’s investigation teams. You will ensure that all aspects of digital forensics activity are carried out to the highest standard, adhering to forensic strategy and principles, and meeting Forensic Science Regulator requirements.

Research and Technical Managers will be dealing with a wide variety of digital evidence to provide research & development into new operationally driven capabilities, through experimentation of theories and testing of forensic tools.

Person Specification

Reporting to the Senior Technical Managers, the responsibilities for the role are:

  • The implementation & maintenance of documented technical procedures, establishing and maintaining validation of forensic methods and assessing and testing staff competency, as well as helping to identify any non-conformance with, or potential improvement of, policies and procedures towards maintaining quality standards.
  • Conducting some aspects of operationally driven Research & Development (R&D), conducting research into new technology, conducting experiments, and documenting findings. On occasion, the opportunity to present the findings to wider government audiences.
  • Positively endorse and nurture a culture that understands and embraces the requirement to work to the FSR code of practice, quality frameworks and remain committed to continuous improvement.
  • Support the wider technical management team with the implementation and consistent application of all technical procedures across the Digital Forensics capability.
  • Collaborate with the Quality Assurance team to ensure compliance with FSR codes of practice and ISO standards.
  • Represent HMRC and demonstrate compliance with the required standards during external assessments conducted by UKAS.
  • To carry out any duties commensurate with the purpose of the post that may from time to time be determined by the senior leadership.

1. Demonstrable experience of maintaining team records, improving processes and the writing of Documented Technical Processes (DTPs, also commonly referred to as ā€˜standard operating procedures SOPs’), ideally within an ISO17025 accredited environment, or an environment working towards such kinds of accreditation.

2. Demonstrable experience of assessing and testing staff competency, or helping to identify any non-conformance within working practises.

3. Demonstrable experience of conducting aspects of R&D in a digital environment or with digital devices, or in an academic setting.

2. Previous experience working in a Law Enforcement environment / legal environment.

3. Experience of negotiating and influencing discussion, decisions and change with internal and/or external partners and agencies.

4. An understanding of operational search and seizure practice or involved with planning and considering searches.

Training

Depending on existing experience, you will be expected to undertake training, ranging from in-house training to external courses.

You will undergo a 6 month Training and Assessment Period (TAP).

Flexibility Payment

This post attracts a Level 1a Flexibility Payment (FP) that is paid monthly with salary. This FP allows HMRC flexibility to change your work pattern, at short notice, to meet business needs. Additionally, you will be expected to work longer hours from time to time, at weekends and outside your normal working hours/days (including bank holidays).

FP levels are reviewed annually – on a business need and personal basis – and may be subject to change.
