About the Team

This is a fantastic opportunity to join the major cross government Unity Programme which will bring together Shared Services for His Majesty’s Revenue and Customs (HMRC), Department for Transport (DFT) and Ministry of Housing, Communities and Local Government (MHCLG).

The programme aims to deliver the tools in Human Resources (HR), Finance, Payroll, and Procurement to enable the user to complete administration tasks, whether Finance, HR, or Procurement quickly and with minimal effort by modernising our IT Platform, bringing together our shared services teams, standardising our data and cutting through processes that cost our departments time and money.

Job Description

As a Business Analyst (BA) you will play a vital role in delivering the Unity Programme, which supports functional convergence across departments covering, (HR), finance, payroll, and procurement.

This transformation aims to enable the user to complete tasks, quickly and with minimal effort. Your expertise will be a pivotal in modernising our IT platforms, bringing together our shared services teams, standardising our data and cutting through processes that cost our departments time and money.

As a Business Analyst, you will lead the discovery, analysis, and redesign across the Cluster, aligning them to user needs, future technology (e.g. SAP SuccessFactors), and functional convergence taxonomy.

You will use tools like Aris (Nova platform) to Review, develop and update process maps, support of user-centred design activity and development of design artefacts adopting to various tools/methodologies, and collaborate with stakeholders across HR, Finance, Digital, Policy, wider transformation teams and the design community

Person Specification

  • Lead business analysis activity within the process and design transformation workstreams, owning discovery, mapping, and redesign.
  • Engage stakeholders at all levels to ensure processes reflect business/user needs, policy intent to deliver a positive user experience.
  • Use technology to review, design and assure high-quality end-to-end process documentation, aligned with BPMN standards.
  • Support others with the translation of user needs into process improvement recommendations and system requirements adhering to service standards.
  • Apply in-depth understanding of functional convergence taxonomy to highlight interdependencies across HR, Finance and Procurement and impact consequences of the proposed change both positive and negative.
  • Contribute to Unity Programme priorities by promoting simplification, standardisation, and integrated digital design to meet user needs.
  • Lead on planning, estimation, and prioritisation of business analysis tasks in agile or hybrid project environments.
  • Adapt to shifting priorities and support delivery in a fast-paced, evolving programme environment and escalate accordingly impacts, risks and issues.

Essential Criteria

1. Strategic Process/Design Analysis & Leadership

  • Experience leading business analysis activities in large-scale change Programmes, ideally within HR, finance, or public sector transformation.
  • Proven ability to review (Design teams), create and maintain (Process teams) end-to-end process maps using Aris (Nova platform), applying BPMN standards.

2. User-Centered and Data-Driven Design

  • Strong knowledge of user-centered design tools and how to interpret qualitative and quantitative user insights.
  • Ability to challenge assumptions and embed user needs into future state design.

3. Stakeholder Engagement & Influence

  • Confident in facilitating workshops, managing senior stakeholders, and aligning multiple viewpoints into cohesive recommendations.
  • Experience working in cross-functional teams with delivery managers, product owners, design professionals, policy leads.

4. Digital and Systems Knowledge

  • Familiarity with SAP SuccessFactors or similar cloud-based platforms and their impact on process design and integration.
  • Able to work in agile teams and use tools such as JIRA, Confluence, or equivalent to document requirements and track progress.

5. Understanding of Functional Convergence and Transformation Scope

  • Strong understanding of the functional convergence taxonomy and how aligned functional processes (HR, finance, procurement) support end-to-end system transformation.
  • Able to apply this understanding to identify interdependencies, prioritise transformation activity, and support the design of joined-up services across functions.
