Job Description

Overview of the job

The Joint Extremism Unit (JEXU) is jointly run by HM Prisons and Probation Service (HMPPS) and the Home Office, Office of Security and Counter Terrorism (OSCT). It is the strategic centre for all counter-terrorism work in HMPPS, overseeing delivery across the offender management process, including probation. The unit collaborates with policy and law enforcement partners, with HMPPS responsible for operational decisions and the Home Office for policy.

The unit comprises policy officials and operational staff across England and Wales. Currently, JEXU is developing and reviewing counter-terrorism policies, requiring leadership, expertise in extremism and terrorism, and team management. The post holder will lead a team focused on policy development and evaluation, reporting to the Policy and Projects Team lead and engaging with senior management and the Head of JEXU.

Core Responsibilities

  • Expertise in Islamist and Right Wing Terrorist ideology, narratives, groups, and networks in the UK.
  • Lead in creating, developing, and analyzing policies to counter terrorism and extremism in prisons and probation.
  • Oversee research and analysis within JEXU, collaborating with government departments for a unified approach.
  • Apply project management principles to policy areas.
  • Serve as an expert on UK Islamist extremist groups and ideologies, briefing diverse audiences.
  • Develop systems to keep JEXU updated with relevant research and analysis.
  • Provide leadership and line management within the team.
  • Communicate confidently in English.
