The Prison Offender Manager (POP) will lead the management and assessment of selected low to medium risk prisoners and prepare, implement, review and evaluate their sentence plans with them. The POP will build effective, appropriate and supportive relationships with prisoners, with the aim of reducing re‑offending. The role is non‑operational, has no line‑management responsibilities and is rotational. Prisoner‑facing duties are regular.

Responsibilities

  • Supervise, manage and signpost prisoners safely and securely during all activities.
  • Understand, apply and conform to national and local policies.
  • Establish, develop and maintain professional relationships with prisoners and staff.
  • Maintain and update systems in line with local agreements.
  • Prepare relevant documentation for managers for verification and quality checking.
  • Attend and contribute to relevant meetings as required.
  • Assess and manage the risk posed by offenders to protect victims of crime and the general public by providing information and advice to other criminal justice agencies, supervising offenders during custodial sentences, contributing to risk management and working with other agencies to prevent re‑offending.
  • Undertake the full range of offender‑management tasks with low to medium risk cases.
  • Support probation officers in the case management of high‑risk prisoners when required.
  • Act as the ACCT case manager where appropriate and be involved in ACCT and violence‑reduction/anti‑bullying processes.
  • Interview prisoners within prescribed timescales of arrival, set and review targets, and update case‑management notes on PNOMIS or relevant IT systems.
  • Use OASys to identify risks and manage offenders; obtain further information from outside agencies to complete comprehensive OASys reports.
  • Lead the sentence‑planning meeting to prepare and review appropriate plans.
  • Coordinate sentence‑plan activities through liaison with prisoners, other departments and agencies.
  • Encourage and support prisoner participation in education, interventions and workshops defined in the sentence plan and develop strategies to overcome reluctance to attend.
  • Provide professional advice and assessment, including written reports to criminal‑justice agencies and partner organisations.
  • Liaise with Community Offender Managers regarding ROTL and HDC, recommend suitability for early release, and inform relevant agencies of release dates and addresses of risky prisoners.
  • Support Community Offender Managers with plans to enable recalled prisoners to be re‑released.
  • Complete all paperwork for cases, including liaison‑and‑support‑plan (ISP) specific paperwork within policy‑defined timescales.
  • Highlight any prisoner who presents significant concerns (e.g., self‑harm risk, victim or racial harassment) to Heads of Offender Management or the Orderly Officer.
  • Contribute to and attend MAPPA boards and work with external agencies to protect the public when releasing prisoners under MAPPA.
  • Liaise with the Foreign National Department or UK Border Agency regarding foreign‑national prisoners.
  • Instigate child‑contact checks and share safeguarding information with authorities.
  • Act as the resettlement advisor within the caseload, forging and maintaining links between programmes, progress and the prisoner’s overall sentence journey.
  • Work collaboratively with colleagues and maintain effective team relationships, especially with Key Workers.
  • Demonstrate pro‑social modelling skills by reinforcing pro‑social behaviour and challenging anti‑social behaviour.
  • Use computer‑based systems to produce, update and maintain records and documentation within agreed timescales.
  • Work within the aims and values of HMPPS.

Qualifications

Ability

  • Analyse complex information to make assessments and decisions.
  • Communicate clearly verbally and in writing with offenders, professionals, and at hearings such as Parole Boards.
  • Empathise constructively with people from diverse backgrounds.
  • Complete all mandatory training required to support the job role.

Experience

  • Worked with diverse groups of people experiencing social or personal difficulties, using tact and discretion with confidential matters.
  • Understood factors related to offending, e.g., substance misuse and accommodation issues.
  • Committed to the principles of case management.
  • Understood risk management/risk assessment for offenders and impact on victims.
  • Planned and coordinated work.
  • Motivated and changed behaviour of groups or individuals.
  • Worked with diverse communities, promoting equality and valuing diversity.
  • Understood the criminal‑justice system.
  • Worked with people who have committed offences.
  • Received Women Awareness Staff Training (WASP) if working in a female establishment.
  • Received Juvenile Awareness Staff Programme (JASP) and child‑protection training if working in a juvenile establishment.
  • Had a working knowledge of relevant legislation and National Standards.
  • Knowledge of evidence‑based practice and risk/needs assessment tools.

Technical Desirable

  • Higher level academic qualification(s).

Nationality Requirements

  • UK nationals.
  • Nationals of the Republic of Ireland.
  • Nationals of Commonwealth countries who have the right to work in the UK.
  • Nationals of the EU, Switzerland, Norway, Iceland or Liechtenstein and family members with settled or pre‑settled status under the EU Settlement Scheme.
  • Individuals with limited leave to remain or indefinite leave to remain eligible to apply for EUSS on or before 31 December 2020.
  • Turkish nationals and certain family members of Turkish nationals who have accrued the right to work in the Civil Service.

Alongside a salary of ÂŁ33,275, HM Prison & Probation Service contributes ÂŁ9,639 towards a member of the Civil Service Defined Benefit Pension scheme.
