As the Head of Systems Value, you will combine user research and business analysis to drive evidence-based decision making across HM Land Registry. You will be responsible for building and leading a cross-disciplinary team that integrates qualitative user insights with quantitative business metrics to inform product strategy and organisational priorities. By utilising your expertise in both research methodologies and business analysis, you will establish frameworks for connecting user needs to business outcomes, lead research initiatives through the product lifecycle and partner with executive stakeholders to influence strategic direction. Working closely with teams in the Customer and Strategy group, you will also drive more holistic strategy development, efficient resource allocation and streamlined decision-making by unifying user research and business analysis under one function reporting to the Deputy Director of Solution Engineering.

To be successful in this role, you must have extensive experience in user research and/or business analysis together with significant experience in a leadership role and a track record of building and scaling research/analysis functions in fast-paced environments.
With a strong understanding of both qualitative and quantitative research methodologies, you will bring your experience with business modelling, market analysis and strategic planning as well as research design, execution and analysis across multiple methodologies to the role. With a strategic mindset, you will connect user needs to business outcomes. You must have strong business acumen and financial literacy, outstanding communication and storytelling abilities as well as the ability to influence senior stakeholders through data-driven insights. Furthermore, you will be experienced in mentoring and developing team members.
Occasional travel to other HMLR/government/external locations, including overnight stays where necessary, will be required.
This role does not currently include participation in a permanent on-call rota, however you will occasionally be required to make yourself available for short periods of on-call, when an appropriate allowance will be paid. These occasions will coincide with specific operational occurrences. The role may also require occasional planned out of hours working in order to deal with IT changes and maintenance.
Where an individual taking up the responsibility will be based in Swansea Office, the ability to speak Welsh is desirable.
