HM Land Registry is looking for a Procurement Manager to join our Procurement & Commercial Team. In this role, you will lead and support the procurement of goods and services across the organisation, ensuring value for money, compliance with public procurement regulations and effective commercial contract management.

This is a varied role, offering a balance of pre-contract and post-contract activity, and the opportunity to work closely with colleagues and suppliers across HM Land Registry. As part of the Procurement & Commercial Team, you will play a key role in delivering high-quality procurement and commercial support to HM Land Registry groups. You will lead procurement exercises, contribute to strategic category activity, and support effective supplier and contract management throughout the contract lifecycle.

Working collaboratively with stakeholders across all grades, you will help ensure that procurement activity is compliant, transparent and delivers efficiency, effectiveness and value for money in line with HM Land Registry priorities.

Pre‑contract activity (approximately 70%):
  • Act as Procurement Lead for allocated procurement exercises
  • Support Category Leads on strategic procurement exercises
  • Develop and maintain positive and effective relationships with internal and external stakeholders
  • Support early market engagement activity
  • Identify, review and define the most appropriate route to market and contribute to the development of procurement strategies
  • Prepare and issue Invitations to Tender, including evaluation criteria and documentation
  • Develop evaluation models and support and document the evaluation process
  • Prepare contracts and support the award of contracts to suppliers
Post‑contract activity (approximately 30%):
  • Work with internal stakeholders on the active management of contracts
  • Support service delivery managers to ensure contractual compliance
  • Attend contract review meetings with suppliers where required
  • Provide data assurance to ensure accurate management information is captured and maintained
Accountable for:
  • Ensuring that all procurement activities under your control comply with Managing Public Money, UK public procurement legislation, and the HM Land Registry Procurement Policy
  • Reviewing procurement activity within your sphere of responsibility to achieve efficiency, effectiveness and value for money
  • Supporting supplier and contract management for designated goods and services
  • Assisting stakeholders to define appropriate contract and supplier management categorisation
  • Monitoring supplier performance and contractual adherence throughout the life of contracts
  • Identifying and evaluating commercial and market risks and opportunities, including supplier intelligence
  • Attending and contributing to contract management meetings with suppliers and stakeholders, where required

This role does not currently have line management responsibility, although there may be the opportunity to manage an Executive Officer role in the future as the team develops. You will be an authorised signatory, with responsibility for day-to-day transactions for nominated cost centres. You may also support budget managers by monitoring and reviewing budgets to ensure appropriate financial control and value for money.

  • Contract type: Permanent
  • Hours: Full time or part time (minimum 30 hours per week)
  • Location: Hybrid working between home and your nearest HM Land Registry office
  • Office attendance: A minimum of 60% (3 days per week) office attendance, in line with HM Land Registry hybrid working arrangements

Additional requirements:

The role will require occasional travel to other HM Land Registry offices, predominantly Croydon (HM Land Registry Headquarters), Nottingham and Plymouth. This may include overnight stays. Travel will be planned in advance wherever possible and supported in line with HM Land Registry travel policies.

Essential Technical Skills and Qualifications:
  • Business or business-related degree or significant experience of working in a commercial environment.

  • Excellent written and verbal communication skills.
  • Experience of working as an effective team member.
  • Experience of EU Procurement Regulations and an understanding of procurement policies.
  • Experience of contract management.
  • Experience of using Government Framework Agreements.
