Main purpose of job:
The Governor\’s Office in the Cayman Islands has an exciting opportunity for a proactive, enthusiastic and professional person to join a high-performing team as the Good Governance / Human Rights Officer, in support of Her Excellency the Governor and her team. This opportunity is a diverse, wide-ranging and rewarding role which supports the collaborative relationship between the UK and the Cayman Islands. It will involve working with a range of stakeholders across the UK and the Cayman Islands
The Governor is directly responsible under the Cayman Islands Constitution for external affairs (including compliance with international obligations), defence, internal security (including the Police Service, Coast Guard and the Regiment).
The job holder will provide policy advice and contribute to policy development through engagement with senior contacts in Cayman Islands Government officials, FCDO and externally. The job holder will explain, disseminate and follow-up on the Governor\’s decisions and advise the Governor on emerging issues on good governance and human rights to support the Governor to deliver her Constitutional responsibilities.
The role is an opportunity for the job holder to have an influencing role through both written and oral communications, as well as a representational role at key events and meetings.

Roles and responsibilities:
Good Governance (35%): Provide advice to enable the Governor and wider stakeholders to develop improvements to governance policies. Develop a strong understanding of the Cayman Islands political and institutional landscape and manage a wide range of stakeholder relationships in this area, including on fiscal responsibility, health and education. Take the lead on managing the Governor\’s Constitutional responsibilities to the various Commissions, working closely with the Commissions Secretariat.
Human Rights (25%): Work with stakeholders to ensure effective safeguards are established to protect civil and social rights and vulnerable groups gain better access to resources, opportunities and justice. Oversight of Cayman cross-Ministerial working groups in particular the Cayman Islands Child Safeguarding Board to deliver policy objectives across a wide range of Human Rights priorities and ensure international compliance.
Coordination of UN returns and ensure Cayman meets international obligations (10%): Liaison with UK and Cayman stakeholders to ensure Cayman domestic laws comply with global standards, especially with regard to international human rights treaties and conventions. Coordinate Cayman Island Government responses to regular commissions from HMG Departments, often related to the UN.
Immigration and Nationality lead (10%): Working with Cayman Island Government leads, oversee aspects of immigration and nationality (British Oversees Territory Citizens) work, including at times high profile consular cases. Using key stakeholders from the UK Home Office and UK Visas and Immigration dept to support delivery in these areas.
Communications (10%): Work closely with the comms lead at post and provide back up cover when required.
Governor\’s Office Crisis Manager (5%): Lead on disaster preparedness for the Governor\’s Office, ensuring all crisis plans are regularly updated with all staff aware of roles and responsibilities and adequately trained in them. Interface with Hazard Management Cayman Island (HMCI) in absence of the HoGo
General Support to the Head of the Governor\’s Office (HoGo) (5%): General support to the Head of the HoGo including being lead on responding to issues that are escalated to the Governor and/or Governor\’s Office.
Essential qualifications, skills and experience
Essential on arrival:

- Excellent organisational skills and keen attention to detail.
- Ability to deliver high quality work within deadlines while willing to flex and reprioritise when required.
- Able to represent the Governor / Governor\’s Office at official functions and meetings
- Excellent written, oral and influencing skills
- Be able to juggle and prioritise

Desirable skills / experience / qualifications:
- Ability to work independently, but also to work collegiately with the Governor\’s office team, Cayman Island Government and the FCDO team.
- Emotional intelligence. The ability to build respectful and constructive relationships and the maturity to be able to challenge when necessary.
- Capacity to deal with multiple work strands simultaneously, from the complex to the almost mundane, the long running to the quickly delivered, all with the same level of interest and eye on quality.
- An understanding of British Overseas Territories

The successful candidate will need to ensure they have all permissions to reside and work in Cayman. If travelling from outside Cayman for the role, please note all logistics and costs involved in moving and obtaining relevant \”permissions\” for the job holder and family will be the responsibility of the job holder.
Employees who are not liable to pay local income tax on their Mission salary, e.g. some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.
Appointable candidates who were unsuccessful may be placed on a \’reserve list. If during the reserve period of 12 months the same or largely similar role becomes available, that role may be offered to the second of subsequent candidate.
