Location: Rosemount House, Belfast

Role Overview

The Mechanical & Electrical (M&E) Manager is responsible for providing support to H&J Martin Fit Out on projects, planning, coordinating and inspecting M&E Installations on projects across the UK & Ireland. This role ensures compliance with design, installation and safety standards, leading to high levels of customer satisfaction. The M&E Manager will coordinate with other departments and key sub-contractors to maintain operational excellence.

What you'll do:

  • Pre-Construction & Design Coordination
    • Review M&E drawings, specifications, employers requirements and tenant briefs
    • Coordinate M&E design with architects, structural engineers, and other disciplines
    • Identify clashes and buildability issues using drawings/BIM where applicable
    • Assist with value engineering and alternative technical proposals
    • Confirm statutory requirements (Building Regulations, HTM, fire strategy, energy standards)
  • Procurement & Commercial Support
    • Prepare M&E scopes of works and tender packages
    • Assist with tender evaluation and subcontractor selection
    • Review M&E contractor approvals, method statements and programmes
    • Support cost control, change management and variation assessments
    • Ensure equipment and materials meet specification and lead-time requirements
  • Construction Phase Management
    • Manage and coordinate M&E subcontractors on site
    • Ensure installation works align with design, programme and quality standards
    • Sequence works with main contractor and fit-out trades (ceilings, partitions, joinery)
    • Chair and attend M&E coordination meetings
    • Monitor progress against programme and resolve site issues proactively
  • Quality Control & Compliance
    • Inspect M&E installations for workmanship and specification compliance
    • Ensure compliance with: Building Regulations, British Standards / CIBSE / BESA / NICEIC, Fire and life safety requirements
    • Coordinate inspections, testing and witness commissioning activities
    • Manage snagging and ensure defects are closed out
  • Health, Safety & Environmental Responsibilities
    • Ensure M&E works comply with CDM requirements
    • Review and enforce RAMS (Risk Assessments & Method Statements)
    • Monitor site safety, permits to work, isolation procedures and safe systems
    • Coordinate temporary services and safe commissioning procedures
  • Testing, Commissioning & Handover
    • Plan and manage M&E testing and commissioning activities
    • Ensure systems are fully operational (HVAC, lighting, power, fire alarm, BMS, security)
    • Review test certificates and commissioning records
    • Coordinate client demonstrations and training
    • Compile and review O&M manuals, asset registers and warranties
  • Client & Stakeholder Liaison
    • Act as primary point of contact for M&E matters
    • Attend client, consultant and progress meetings
    • Provide clear technical advice and reporting
    • Support client sign-off and practical completion
  • Post-Completion Support
    • Support defects liability period (DLP) issues
    • Coordinate M&E defect rectification
    • Assist with seasonal commissioning and aftercare

What you'll bring:

As an M&E Manager your main skills and experience will include:

Essential Criteria:

  • Possess strong experience managing maintenance operations for mechanical and electrical teams
  • Strong background in M&E engineering, with hands-on experience in maintenance with in-depth knowledge in either or both M&E.
  • Demonstrated ability to lead and manage a team
  • Ability to demonstrate leadership, make quick decisions and prioritise tasks under pressure
  • Excellent verbal and written communication skills.
  • Ability to interact professionally with clients, team members, and other stakeholders
  • Strong organizational and time management abilities
  • High level of professionalism and ethical standards.
  • Commitment to delivering high-quality service and customer satisfaction.
  • Proactive and self-motivated with a strong work ethic.
  • Flexibility to adapt to changing priorities and work environment

Desirable Criteria:

  • Degree or diploma in Mechanical or Electrical Engineering, Facilities Management, or a related field.
  • Relevant certifications such as NEBOSH, IOSH, or equivalent
