As the Transport Manager at HIVED, you are the named statutory Transport Manager on the Operator's Licence and are legally responsible for fulfilling the duties set out by the Traffic Commissioner and DVSA. Reporting into the Head of Transport, you are the owner of our regulatory framework, holding ultimate accountability for O-Licence compliance, fleet roadworthiness, driver conduct, and regulatory standards across the Redditch operation. While the Transport Administrator focuses on the day‑to‑day execution, you provide governance, oversight, and strategic leadership to the supervisors and wider operation teams. Your mission is to build a world‑class transport function that is not only audit‑ready but also leads the industry in safety and compliance for electric HGV operations, ensuring all activities remain fully compliant and aligned with current legislation.
Responsibilities
- Driver Management
- Ensuring drivers hold the correct licence and qualifications.
- Monitoring driver hours, Working Time Regulations, and tachograph compliance.
- Reviewing infringements daily and conducting formal debriefs.
- Ensuring tachograph records are analysed, debriefed, and retained for the statutory period.
- Assessing, inducting, training, and conducting full vehicle familiarisation for new drivers.
- Retraining existing drivers where required.
- Conducting annual driver assessments.
- Maintaining accurate driver training and compliance records.
- Vehicle Roadworthiness & Maintenance
- Ensuring all vehicles are kept in a fit and serviceable condition.
- Ensuring PMIs are completed within required intervals (8-week tractors / 12-week trailers maximum).
- Reviewing PMIs and LBTs before vehicles return to service.
- Ensuring daily defect reporting systems are effective and defects are rectified promptly.
- Managing VOR vehicles to ensure safe and compliant return to road.
- Managing the GITI tyre platform to ensure tyre safety compliance.
- O'Licence Compliance & Regulatory Control
- Being formally named on the Operator's Licence and maintaining "Good Repute".
- Ensuring undertakings given to the Traffic Commissioner are adhered to at all times.
- Ensuring O-Licence margin is not exceeded.
- Maintaining and updating VOL (Vehicle Operator Licensing) records.
- Completing required weekly TM hours based on fleet size.
- Maintaining a CPD log for audit purposes.
- Keeping up to date with legislative changes and updating policies, training, and communications accordingly.
- Compliance Systems & Audit Readiness
- Leading full DVSA audit readiness and regulatory oversight.
- Maintaining and overseeing the Convey compliance dashboard.
- Ensuring driver, vehicle, and compliance documentation is accurate, complete, and retained correctly.
- Conducting internal compliance reviews and implementing corrective actions where required.
- Incident & Risk Management
- Leading accident and incident investigations.
- Maintaining a formal investigation and incident log.
- Acting as on‑call escalation point for serious compliance or safety incidents.
- Implementing preventative measures following investigations.
- Operational Oversight & Governance
- Providing oversight and guidance to the Transport Admin to ensure day‑to‑day compliance execution.
- Reviewing Samsara telematics daily and conducting structured driver debriefs.
- Ensuring safe loading practices and compliance with weight limits.
- Carrying out stock takes of transport consumables and requesting replenishment when required.
- Strategy & Innovation Integration
- Collaborate with the strategy team to ensure new technologies (e.g., smart charging, telematics) are integrated without adding risk to regulatory compliance.
Qualifications
- Valid C+E licence and experience of operating HGVs desirable.
- Health and Safety awareness – IOSHH Certification desirable.
- Holder of a valid CPC and eligible to act as a statutory Transport Manager for the Redditch operators licence.
- Demonstrable experience managing HGV transport operations for at least 3 years.
- In‑depth knowledge of O‑Licence undertakings, DVSA expectations, driver hours regulations, and road transport law.
- Experience with tachograph analysis software, telematics systems, TMS platforms, and digital maintenance systems.
