Job Description: Overall responsibility for the civil procurement pre‑construction in accordance with the applicable process and procedures. Establish the civil pre‑construction strategy, including the procurement strategy and tender preparation time schedule. Establish the civil scope of works for each package (DOW). Establish and agree the project temporary requirements including laydown and utilities and provide inputs to the QS for inclusion into the BOQ and estimate. Manage the procurement process of civil works. Provide inputs to the civil tender time schedule in conjunction with the Tender Manager Civil and Civil Scheduler. Conduct market assessments and identify appropriate contractors for new and ongoing markets. Ensure that Contractors are prequalified as required in Company procedures. Provide input to BOQ preparation & preparation of enquiry documents such as technical specification document. Manage the process of issuing subcontract enquiry documents to civil contractors & co-ordinating & issuing responses to technical clarifications. Review the returned bids– scope, programme, price, deviations, exclusions & clarifications including reviewing and providing input to the bid analysis document (prepared by QS). Prepare and present the Award Recommendation to Civil & Project Execution Management & the Board. Prepare construction sequences and methodologies, milestone and payment schedules for the subcontract. Lead RFQ clarifications, discussions & negotiations with civil contractors up to contract signature. Ensure that Feedback from executed projects is utilised in future Tender projects. Providing support and guidance to tender managers particularly in the aspects of constructability. Provide input to the civil section of the Project Execution Strategy in conjunction with the Civil Project Manager.
Job Requirements: Construction Management and / or Commercial Management background with experience in multi-disciplinary heavy civils plant projects. In depth knowledge and understanding of construction methods. In depth knowledge and understanding of construction interfaces, productivity and scheduling. Excellent negotiation skills. Persuades business partners, including in controversial discussions; selects solutions and implements them; can bring own competencies to the Organisation and contribute to internal development. Several years’ experience with multidisciplinary project teams. Competence in working methods. Strong ability to communicate in verbal and in written English preferably with a second language; excellent capabilities in communication of complex technical issues. Good knowledge and experience in Microsoft applications; familiar with the Tools and Procedures used (user knowledge of PIRS, SAP and MS Project). Strong intercultural skills and abilities. Able to apply the existing Company procedures and existing templates, participating in development where necessary. Strong project management skills. Self‑motivated and proactive. Able to handle multiple projects in conjunction. Strong presentation skills.
