Due to continued development within the commercial function, the organisation is now seeking a Commercial Team Leader to support the Head of Commercial and provide day-to-day leadership across the procurement team.

The Role

As Commercial Team Leader, you will provide operational leadership and commercial oversight across procurement activity, supporting Commercial Category Leads whilst helping drive procurement strategy, governance, compliance, and continuous improvement. This role combines hands-on procurement expertise with leadership responsibility, making it ideal for someone currently operating at Senior Category Lead level or an experienced public sector procurement professional seeking a broader leadership role with strong work-life balance. You will play a key role in supporting procurement planning, stakeholder engagement, supplier management, and commercial governance across the organisation.

Commercial Team Leader Responsibilities:

  • Support delivery of the organisation’s procurement and commercial strategy
  • Provide leadership, guidance, and oversight to Commercial Category Leads
  • Ensure procurement activity is delivered compliantly and effectively
  • Support complex procurement exercises and contract negotiations
  • Drive continuous improvement across procurement and contract management processes
  • Support development of procurement plans and commercial governance frameworks
  • Work closely with stakeholders across operational and support functions
  • Identify collaborative procurement opportunities across public sector partner organisations
  • Support management of commercial and supply chain risk
  • Ensure procurement processes align with Procurement Act legislation and best practice

Commercial Team Leader Requirements:

This role would suit someone who:

  • Has strong public sector procurement experience (essential)
  • Holds CIPS Level 5 or above / MCIPS qualification
  • Has experience leading or mentoring procurement professionals
  • Has strong knowledge of Procurement Act 2023, PCR2015, GPA, and WTO regulations
  • Has experience managing complex procurement and contract management activity
  • Is confident operating autonomously within a fast-paced commercial environment
  • Has strong stakeholder engagement and negotiation skills
  • Can balance operational delivery with strategic commercial oversight

Desirable:

  • Experience within local government, healthcare, utilities, housing, or other regulated public sector environments
  • Experience using e-tendering platforms such as Delta, Find a Tender, Contracts Finder, or similar systems
  • Experience driving procurement transformation or continuous improvement initiatives
