A challenging and exciting opportunity for a Development Management Highway Management has arisen within the Council's Transport Planning and Development Team. The role of the postholder will be to provide highway comments upon development proposals. Hillingdon is an outer London borough and the second largest by area. It includes suburban and rural neighbourhoods which sit alongside densely built‑up urban areas akin to inner London. Uxbridge is the main town centre, served by the Metropolitan and Piccadilly lines. The borough hosts major national and international transport assets most notably Heathrow Airport which is the focus of expansion proposals. These excellent transport connections make Hillingdon an attractive place to live and invest, but also place increasing pressure on the road, bus and rail networks.

Representing the Highway Authority, the post holder will advise the Local Planning Authority whether development proposals are acceptable in highway/transport terms considering all impacts such as highway capacity, road safety, parking. The post holder will identify planning conditions and/or measures to address any problems identified to make the development acceptable in highway and transportation terms. Working with the developer and planning team, the postholder will explore alternative or amended layouts where necessary, ensuring that proposals contribute positively to the built environment. Where necessary, the postholder will also be expected to negotiate 1990 Town and Country Planning Act s.106 contributions to make a development acceptable in highway terms and work with colleagues to put in place highway works under 1980 Highways Act s.278 and s.38 agreements. The postholder will objectively balance the need for new jobs and homes without contributing to further problems on the transport network which at times is already approaching capacity. We guarantee that the work will be challenging, varied and rewarding.

The post holder will be someone with a genuine interest and thorough understanding of land use and transport planning, specifically the transport impacts of new developments. They will be able to interpret and apply development plan policies, be familiar with and confident working with technical information, relevant legislation and guidance. The post holder will be somebody that is prepared to take responsibility and is able to manage their workload themselves, prioritising competing demands on their time and seamlessly moving between tasks. As part of the Council’s fee‑earning pre‑application service, you will also provide developers with professional guidance on highway and transport matters at the earliest stages of scheme development.

The role requires a professional with excellent communication skills including the ability to negotiate with developers, draft written reports, present items at Committee, provide information to Council Members and work with colleagues from across the Council. There may also be opportunities to project manage transportation schemes funded by the Transport for London Local Implementation Plan budget and s.106 agreements. Other possible work areas may include reviewing policies to be contained in the new Local Plan and contributing to studies to determine the impact of airport expansion.
