Aureos are seeking a Sub Agent with extensive experience in earthworks, drainage and pavement construction to support the delivery of the Howden Relief Road scheme on behalf of East Riding of Yorkshire Council. The role requires a highly proactive individual who can lead engineering teams, drive construction activities and resolve technical, quality and programme issues before they impact project delivery. This is a 12-month contract. The successful candidate will possess significant experience in highway construction and civil engineering, with detailed knowledge of NEC4 contracts, the Manual of Contract Documents for Highway Works (MCDHW), the Specification for Highway Works (SHW), and Local Authority highway requirements. They will play a key role in ensuring the safe, efficient and quality-driven delivery of the scheme while maintaining positive relationships with the Client, stakeholders and supply chain. The Sub Agent will provide technical leadership across the project, driving engineering excellence, programme achievement, quality compliance and right-first-time delivery whilst developing engineers and contributing to the overall success of the project.

Primary tasks and duties:

  • Lead and manage engineering teams delivering earthworks, drainage, pavement and associated highway works packages on the Howden Relief Road project.
  • Drive engineering performance across safety, quality, programme and productivity objectives.
  • Ensure all works are delivered in accordance with project drawings, specifications, East Riding of Yorkshire Council requirements and the Specification for Highway Works.
  • Proactively identify project risks, constraints and technical issues, driving solutions before they impact programme, cost or quality.
  • Lead short-term planning and coordinate engineering resources to support construction operations.
  • Develop, implement and manage Inspection and Test Plans (ITPs), quality check sheets and inspection processes.
  • Maintain robust quality assurance and quality control systems throughout project delivery.
  • Manage Non-Conformance Reports (NCRs), defect resolution and corrective action processes to ensure effective close-out.
  • Ensure accurate quality records and as-built information are maintained throughout the project lifecycle.
  • Review temporary works, construction methodologies and engineering solutions, ensuring safe and efficient delivery.
  • Coordinate earthworks, drainage, pavement and utility interface activities.
  • Ensure engineering teams understand project requirements, specifications, standards and contractual obligations.
  • Support NEC4 processes including Early Warnings, Compensation Events and change management.
  • Work closely with the Project Manager, Commercial Manager and Site Management Team to optimise project performance.
  • Liaise with East Riding of Yorkshire Council representatives, designers, utility providers, subcontractors and stakeholders to resolve technical and operational issues.
  • Monitor progress and productivity, implementing improvement measures where required.
  • Mentor and develop Site Engineers, Section Engineers and Graduate Engineers.
  • Drive a culture of ownership, accountability, collaboration and continuous improvement.
  • Champion the highest standards of Health, Safety, Environment and Wellbeing.
  • Promote right-first-time delivery and a quality-focused culture across all construction activities.

Qualifications and Training Essential:

  • Degree qualified in Civil Engineering or related discipline.
  • CSCS Manager Card.
  • SMSTS.
  • Full UK Driving Licence.
  • Minimum 10 years' experience within the highways and civil engineering sector.
  • Extensive experience delivering earthworks, drainage and pavement construction works.
  • Strong understanding of local authority highway construction requirements.
  • Detailed knowledge of the Manual of Contract Documents for Highway Works (MCDHW) and Specification for Highway Works (SHW).
  • Excellent working knowledge of NEC4 contracts and project delivery principles.
  • Extensive experience managing Quality Management Systems including:
  • Strong understanding of highway drainage systems, pavement construction and earthworks specifications.
  • Experience managing engineering teams on complex highway infrastructure projects.
  • Good understanding of utility coordination and stakeholder interfaces.
  • Excellent knowledge of construction sequencing, risk management and engineering controls.
  • Proven ability to lead, motivate and develop engineering teams.
  • Highly proactive with a strong delivery-focused mindset.
  • Demonstrated ability to identify problems early and implement effective solutions.
  • Strong leadership and decision-making capabilities.
  • Excellent organisational and planning skills.
  • Strong communication and stakeholder management skills.
  • Ability to challenge constructively and drive improvements in quality and performance.
  • Strong understanding of construction quality management and right-first-time delivery.
  • Ability to coordinate multidisciplinary teams and supply chain partners.
  • Commercial awareness and understanding of NEC4 contractual processes.
  • Excellent problem-solving and analytical skills.

Desirable:

  • Chartered Engineer (CEng) or working towards Chartership.
  • Temporary Works Coordinator qualification.
  • NEC4 Accreditation or recognised NEC training.
  • National Highways Sector Scheme experience.
  • Experience delivering projects for Local Authorities.
  • Previous experience working with East Riding of Yorkshire Council or similar local authority clients.
  • Experience on bypass, relief road or major highway improvement projects.
  • Chartered Engineer status or actively working towards professional accreditation.
  • Experience leading engineering teams on major highways projects.
  • Experience implementing project-wide quality improvement initiatives.
  • Experience managing self-delivery and subcontract delivery models.
