Gloucestershire County Council is seeking an ambitious, forward-thinking Road Safety Manager to lead its flagship programme.

This is a unique opportunity to deliver large‑scale change: reducing casualties, enabling active travel and helping us achieve our Vision Zero ambition.

About The Team & Role

You’ll lead a multidisciplinary team and work closely with partners like Police, Fire and Rescue, Public Health and National Highways.

Key responsibilities include delivering Safer Roads and Community 20mph schemes across 150+ communities, overseeing the annual collision reduction programme, deploying average speed cameras and using data, AI and behavioural insight to improve safety outcomes.

This is a key leadership role, influencing major projects such as the Cycle Spine, the Bus Service Improvement Plan and active travel infrastructure, helping shape a safer, more sustainable network.

The work is critical to achieving national road safety targets by 2035 and progressing Vision Zero by 2050, while delivering tangible benefits to communities across Gloucestershire.

Responsibilities

  • Confident, resilient leader with a passion for road safety and community impact.
  • Experience in road safety, highways or a related field; transferable skills and willingness to grow are valued.
  • Proficiency with the Safe System approach and key programmes.
  • Strong ability to use data and digital tools for decision making.
  • Excellent people‑management skills in complex, political environments.
  • Capacity to build trusted relationships with Members, partners and stakeholders.
