The role at a glance

To provide independent QHSE assurance through planned audits and inspections, while also leading the development and implementation of a structured, consistent training and competence framework for fibre engineers. The role ensures engineers are onboarded, trained, and assessed against a defined pathway that promotes safe working, technical competence, regulatory compliance, and high‑quality right‑first‑time delivery.

Key Responsibilities

  • QHSE Assurance & Audit (Approx. 50%)
    • Plan and deliver a programme of QHSE audits, inspections, and assurance activities aligned to business risk.
    • Verify compliance with relevant legislation, standards, company procedures, and client requirements.
    • Identify trends, root causes, and systemic issues arising from audits, incidents, and non‑conformances.
    • Support operational teams with improvement actions, ensuring findings are closed out proportionately and effectively.
    • Use audit intelligence to inform training priorities and competence development.
  • Engineering Training & Competence Management (Approx. 50%)
    • Develop and maintain a defined, consistent onboarding and training pathway for fibre engineers.
    • Own and maintain the engineering competence framework, including competency matrices and training needs analysis.
    • Ensure engineers complete required externally accredited training with approved providers and that this integrates into internal competence pathways.
    • Coordinate and deliver internal training activities such as inductions, refresher training, toolbox talks, and site‑based coaching.
    • Verify ongoing competence through assessment, observation, and periodic reassessment.
    • Promote consistent standards of safe working, quality, and right‑first‑time delivery across engineering teams.
  • Governance, Assurance & Reporting
    • Link QHSE audit outcomes, incidents, and quality trends to targeted training interventions.
    • Maintain accurate training and competence records to support compliance and assurance requirements.
    • Report on engineering training and competence assurance to the Head of SHEQ, relevant operational managers and departmental leads.
    • Support operational managers in understanding their role in developing and maintaining engineer competence and standards.

Knowledge & Experience

  • Understanding of fibre engineering activities, construction risks, and quality standards essential.
  • Practical experience of QHSE auditing within construction, utilities, or telecommunications environments desirable.
  • Working knowledge of health & safety legislation, safe systems of work, and industry standards.
  • Experience of developing or managing training and competence frameworks.
  • Experience working in environments of growth and change.
