Suffolk Highways is a long-term highways contract secured in 2023 for up to 20 years. The contract delivers a wide range of highway maintenance and improvement activities across Suffolk. We are seeking an experienced Scheme Delivery Manager to support the delivery of high-quality highway services. This is a hands-on freelance role, responsible for managing site delivery, subcontractors, and multiple workstreams to ensure schemes are delivered safely, on time, and within budget.
Key Responsibilities
- Lead day-to-day site delivery of schemes ensuring compliance with health, safety, quality, and environmental standards
- Plan and manage programmes, resources, labour, plant, materials, and subcontractors
- Maintain high standards of site safety and environmental control
- Liaise with stakeholders including network managers, local authorities, designers, and community groups
- Ensure Construction Phase Plans, method statements, and safe systems of work are in place before work begins
- Ensure all site personnel and subcontractors are competent and fully trained
- Take ownership of project progress reporting and site records, including site diaries and as-built information
- Support development of construction programmes, phasing plans, and method statements
- Build strong relationships with key supply chain partners
- Support Early Contractor Involvement, buildability reviews, and Traffic Management planning
- Contribute to Value Management and Value Engineering activities
- Ensure compliance with company procedures and reporting requirements
Required Experience & Qualifications
- SMSTS or IOSH
- CSCS Card
- HNC / Degree (desirable, not essential)
- Full UK Driving Licence
- Proven experience delivering highways or civil engineering projects in a site management / scheme delivery capacity
- Strong leadership, communication, and organisational skills
- Commercial awareness and cost control experience
- Proactive approach with the ability to identify and implement improvements
