Purpose and objectives of the role

The role of the QHSE Manager is to provide Quality, Health Safety and Environmental management services and advice to the Operational and business Development teams within the business. The QHSE Manager will be expected to embed health and safety legislation and best practice across the business through championing the quality-of-service delivery to the company's customers, both internal and external using both a strategic and practical approach.

You will be required to ensure that appropriate quality, safety, health and environmental systems are in place and being followed by management and staff within the company and verify that they remain effective and applicable to the requirements of the business. You will also be responsible for ensuring policies, procedures and business activities are fully compliant with both legislation and company strategic aims. You will have responsibility for mitigating risk in all areas.

Main duties and responsibilities

  • Ensure comprehensive risk assessments are in place for all activities with significant hazards and foreseeable risks for all maintenance, reactive and quoted works.
  • Oversee QHSE compliance within the supply chain and subcontractors, including vetting, onboarding, and monitoring performance against agreed standards.
  • Provide guidance on completion of risk assessments and review as required.
  • Provide training on hazard identification and risk assessment as necessary.
  • Review risk assessments to ensure suitable and sufficient and adequate controls are in place.
  • Host six monthly management risk meetings with senior leadership team.
  • Get involved with completion of risk assessments, as requested/required.
  • Support business continuity planning and resilience, including scenario planning, crisis response exercises, and stakeholder communication strategies.
  • Complete to plan schedule of internal audits and inspections.
  • Provide training, guidance and advice as necessary to personnel involved with completion of audits/inspections.
  • Responsible for ensuring all company staff have relevant training requirements for their tasks.
  • Act as site contact for relationships with accreditation bodies and attending surveillance audits.
  • Complete site audits and inspections as required.
  • Ensure annual ECA Technical Inspection is booked in, and Technical Compliance Certificate retained in consultation with the company Qualified Supervisor.
  • Ensure continued Gas Safe membership and assist with audits.
  • Ensure continued RefCom membership.
  • Ensure annual Legionella Control Association certificate of Registration is renewed before expiry date of current accreditation.
  • Support and maintain the development of the existing management systems commensurate with ISO standards and ensure that all ISO's are up-to-date.
  • Drive initiatives related to carbon footprint reduction, energy efficiency, waste minimisation, and social responsibility programs.
  • Support ESG reporting requirements and client sustainability expectations.
  • Arrange, attend, and minute the quarterly Management Review meeting and circulate the minutes to the Senior Management Team.
  • Ensure document control process is followed for amending existing documents and creating new.
  • Ensure documents are reviewed to agreed timescales and any necessary amendments are made.
  • Maintain and update the company asset register, and ensure all calibrated equipment has an in-date certificate.
  • Measuring and improving environmental performance.
  • Arrange disposal of all hazardous waste in consultation with the Compliance Manager.
  • Quarterly EHS meeting with staff.
  • Review Health and Safety documentation and advise Operations manager where improvements are required.
  • Source and arrange training across all disciplines in a timely manner in consultation with Contract Managers and Planning.
  • Maintain and develop appropriate procedures for the prevention of emergency situations and, in the event of emergencies, for the co-ordination of proportionate, effective response to emergency situations.
  • Generate commitment to the correct and prompt reporting of all accidents, incidents, injuries and near misses.
  • Coordinate adequate investigations into all reported events, taking the lead for significant investigations.
  • Ensure all reports are collated to generate comprehensive statistics and maintain accurate records.
  • Escalate any accidents with potential for LTI/RIDDOR/Significant Pollution incidents to Senior Management without delay.
  • Remain up-to-date with all Health, Safety, Environmental and other relevant legislation.
  • Ensure the company adheres to all health, safety, and environmental regulations, and inform the management team of any upcoming legislative changes.
  • Assist Contract Managers with maintaining accurate register of all harmful/hazardous substances, ensuring COSHH assessments are conducted, available at point of use and understood by all.
  • Establish positive relationships with all employees, suppliers, customers and other stakeholders.
  • Provide/issue regular and topical communications relating to legal compliance, incidents, systems of work etc. via written, verbal and pictorial media as appropriate.
  • Advise of H S requirements/considerations when work equipment is being selected/obtained, ranging from mobile plant/vehicles, tools and equipment, through to PPE.
  • Ensure users of equipment receive appropriate training and instruction.
  • Ensure Pre-use checks are in place and suitable for all working equipment.
  • Ensure registers of work equipment (including Lifting gear) requiring maintenance, test and inspection are maintained by relevant personnel.
  • Monitor completion of maintenance activities.
  • Attend training as required to maintain personal qualification/competence.
  • Oversee the implementation of regular meetings with Engineers, SMT and contractors.
  • Carry out Health and Safety inductions with all new starters.
  • Maintain, develop, implement and overseeing policies, procedures and programs related to, safety practices, health standards, and environmental management within the company.
  • Monitor and evaluate processes and outputs through inspections, spot checks, and audits.
  • Identify any training gaps or needs related to safety protocols and develop a plan for the required training sessions.
  • Develop and deliver training programs for staff on QHSE practices and compliance requirements.
  • Monitor and report on QHSE performance metrics and incidents to ensure ongoing improvements are achieved.
  • Additionally, prepare and present monthly reports to the Managing Director.
  • To attend site as part of HFL's mobilisation process to conduct H S audits where required.

Skills Qualifications:

  • Level 3 H S qualification (i.e. NEBOSH or equivalent) or working towards.
  • Knowledge of ESG reporting frameworks (e.g., GRI, CDP, TCFD) and sustainability practices.
  • Excellent written and verbal communication skills.
  • Experience in delivering in-house training and able to create reports.
  • Strong detail-orientation and co-ordination and organisational skills.
  • Establishment, maintenance and development of management systems.
  • Proficient in Microsoft Word, Excel and PowerPoint.
  • Ability to analyse data and assess risks effectively.
  • Understanding of emerging QHSE trends (digitalisation, well-being, sustainability).
  • Able to develop solutions to complex QHSE challenges.
