Hexagon has a professional approach to Public Safety & Security across EMEA. We are seeking a Strategic Bid Manager to strengthen and coordinate our bid function for the Public Safety vertical. You will work alongside established bid managers from other verticals, adopting proven practices where relevant. You will manage high-stakes RFP/RFI responses for mission-critical systems, ensuring proposals for emergency services and government agencies are compliant and competitive. Most bids will focus on on-premise solutions, with some exposure to SaaS and hosted models as this area develops.
Key Responsibilities
- Centralised Bid Leadership: Act as the central coordination point for Public Safety bids across EMEA, working with other bid managers to adopt best practices.
- Bid Strategy & Win Themes: Partner with the EMEA Public Safety Director and Sales to define strategy and shape clear value propositions around Hexagon’s Public Safety software, including emerging SaaS opportunities.
- Virtual Team Coordination: Lead matrixed teams of Subject Matter Experts (SMEs), including product engineers, security specialists, and legal counsel, across EMEA, NABU, and GTC.
- Content Excellence: Translate raw technical data into persuasive narratives. You will ensure responses address critical Public Safety concerns: high availability, data security, and long-term scalability.
- Commercial Frameworks: Work closely with Finance to structure complex pricing models, including multi-year subscriptions and license-to-subscription migrations.
- Governance & Continuous Improvement: Manage the full bid lifecycle and build a dedicated Public Safety Proposal Library to capture reusable content, case studies, and lessons learned.
Education / Qualifications
- Experience: 3–5+ years in bid management or proposal coordination within the Software/IT sector.
- Public Safety Domain: Experience in bidding for Emergency Services or Critical Infrastructure is highly desirable.
- Licensing Expertise: Experience with traditional licensing models; exposure to SaaS/subscription is an advantage.
- Certification (Preferred): APMP highly desirable. Familiarity with an established bid methodology such as APMP or Shipley is an advantage.
- Matrix Environment: Proven ability to navigate complex, multi-country environments and coordinate virtual teams across different time zones.
Skills & Competencies
- Strategic Writing: Exceptional English skills with the ability to turn technical specifications into clear, value-driven benefits for public sector stakeholders, as well as fluency in the local language.
- Financial Literacy: Strong understanding of margins, TCO (Total Cost of Ownership), and the shift from CAPEX to OPEX.
- Advanced Tools: Expert proficiency in Office 365. Experience with Salesforce and proposal automation tools (e.g., Loopio, Responsive) is a major asset.
- Pressure Management: Highly organised and detail-oriented, comfortable managing multiple simultaneous bids under strict government deadlines.
- Stakeholder Management: Confident in challenging and “booking” resources from senior technical and sales leaders.
