The Transport Strategy & Planning team at Hertfordshire County Council sits at the heart of one of the county’s most forward‑thinking and ambitious transformation agendas. The team plays a central role in shaping how people live, move, and connect—supporting cleaner environments, thriving communities, and sustainable, future‑ready travel networks across Hertfordshire.

As a Transport Strategy & Planning Manager, you will play a pivotal role at the forefront of developing strategies, influencing the development planning process, responding to statutory consultations, and developing transport schemes through early-stage design. This role therefore plays a key part in shaping and delivering the Council’s strategic transport priorities that improve how people move around Hertfordshire.

You will manage a portfolio of projects, such as:

  • Acting as the lead on transport matters for Hemel Garden Communities – A major new development of more than 10,000 new homes – helping develop behaviour change and active travel opportunities.
  • Strategic transport planning lead within Transport for Hertfordshire – leading on initiatives such as Local Walking and Cycling Infrastructure Plans and Growth and Transport Plans.
  • Sponsoring early-stage development of active travel and sustainable transport schemes.
  • Town centre regeneration and public realm improvement projects involving multimillion‑pound capital investment.
  • Neighbourhood‑focused traffic reduction, safety, and mobility schemes, supporting schools, high streets, and local communities.

These schemes often involve providing support on scheme design discussions to ensure strategic priorities are delivered and that there is appropriate coordination with other organisations such as our district councils.

You will oversee strategy and programme development:

  • Leading on engagement and public consultation.
  • Programme and project governance for early-stage scheme development.
  • Budget management and financial control (including bidding for external funding where appropriate).
  • Monitoring, reporting, and evaluation.

We are looking for an experienced programme or project manager — ideally from a local authority or urban design background. You will bring:

  • Strong written skills with the ability to respond on behalf of the Council to consultations.
  • A practical understanding of sustainable transport, traffic management, and place‑making.
  • Financial, governance, and risk‑management skills.
