About The Team
Hertfordshire Futures is working with other key stakeholders across the county on the development of a countywide WorkWell Strategy for Hertfordshire, aligned to the recently launched Get Hertfordshire Working (GHW) Plan and other national priorities on economic inactivity, health inequalities and prevention. This senior role will provide strategic programme leadership to project manage, coordinate and work with other stakeholders to focus on the design, mobilisation and delivery of the WorkWell initiative, reflecting the requirements of WorkWell Leadership Funding provided by NHS Hertfordshire and West Essex Integrated Care Board (ICB).
About The Role
The postholder will act as the central coordinating lead across partners, ensuring that the Health and Work Plan within the Get Hertfordshire Working plan, and WorkWell programmes are aligned, mutually reinforcing and delivered at pace. Hosted by Hertfordshire Futures, the role will work across the Integrated Care System, local authorities, DWP, VCSE, skills and employer partners to support system‑wide change. This is a system‑facing role requiring strong programme management, partnership leadership and strategic influencing skills rather than direct operational delivery.
Key Objectives
- Provide senior programme leadership for the development and implementation of Hertfordshire’s Health and Work Plan.
- Coordinate the links between Health and Work and WorkWell initiatives locally, ensuring compliance with national WorkWell expectations and funding requirements.
- Align health, employment, skills and economic development partners behind a shared delivery plan.
- Support Hertfordshire Futures’ convening role, acting as a bridge between strategy, policy and delivery.
Strategic Programme Leadership (Health and Work & WorkWell)
- Lead the coordination, mobilisation and ongoing delivery of the Get Hertfordshire Working plan with a focus on Health and Work, ensuring strong alignment with WorkWell objectives.
- Act as a senior programme link within Hertfordshire Futures and HCC for Health and Work Hertfordshire, coordinating partners to design and implement the local WorkWell model.
- Translate national WorkWell policy, guidance and funding requirements into a coherent local programme and delivery roadmap.
- Ensure the Get Hertfordshire Working Health and Work Plan and WorkWell supports wider priorities including prevention, health inequalities, economic inactivity and inclusive growth.
Programme & Project Management
- Develop and maintain a clear programme plan for the Get Hertfordshire Working Health and Work Plan and WorkWell initiative, including milestones, risks, dependencies and outcomes.
- Establish and support appropriate governance arrangements, reporting into Hertfordshire Futures and relevant partnership boards.
- Coordinate multiple workstreams and partners, ensuring clarity of roles, responsibilities and accountability.
- Oversee performance monitoring, evaluation and reporting, including KPIs, outcomes and learning linked to WorkWell funding.
- Ensure compliance with assurance, reporting and financial requirements associated with WorkWell Leadership Funding.
Partnership Working & System Coordination
- Act as the central point of coordination for partners across:
- Integrated Care System and NHS organisations
- Local authorities (public health, economic development, skills)
- Department for Work and Pensions and Jobcentre Plus
- VCSE and community partners
- Employers and business networks
- Build strong senior relationships to enable joint ownership and shared delivery of WorkWell and the wider strategy.
- Support co‑design approaches that reflect lived experience and system partner insight.
Learning, Change & Capability Building
- Support system‑wide learning and change to strengthen integration between work and health.
- Facilitate shared learning, communities of practice and capability‑building activity linked to WorkWell delivery.
- Horizon scan for emerging national policy, funding and innovation opportunities related to work and health.
Communication & Influence
- Lead strategic communication and engagement for the Get Hertfordshire Working plan and WorkWell programme.
- Produce high‑quality briefings, reports and presentations for senior stakeholders, boards and funders.
- Represent Hertfordshire Futures and the partnership at regional and national forums related to WorkWell and work & health.
About You – Essential
- Educated to Master’s level or equivalent experience in health, public policy, public health, employment, or related field.
- Significant experience leading complex, multi‑partner programmes at system or place level.
- Strong programme and project management expertise, including governance, risk and performance management.
- Demonstrable experience of working across health, local government, employment and/or economic development systems.
- Clear understanding of the work and health agenda, including economic inactivity, health inequalities and prevention.
- Excellent stakeholder management, influencing and communication skills at senior level.
- Ability to operate with high levels of autonomy in complex and politically sensitive environments.
About You – Desirable
- Formal programme or project management qualification.
- Experience of WorkWell, DWP‑funded programmes or similar work and health initiatives.
- Experience working within or alongside the NHS at senior level.

Driving is required; you must be able to drive and/or travel around Hertfordshire, either using your own mode of transport or a company car.
English Fluency
The ability to converse at ease with members of the public and provide advice in accurate spoken English is essential for the post. For those whose language is a signed language, the provision of a sign language interpreter who speaks English to the necessary standard of fluency will be required.
