Employing Organisation – Herefordshire & Worcestershire Chamber of Commerce

Salary: £40,000 per annum (FTE)

Location: Malvern Hills Science Park, United Kingdom

Hours: 37 hours per week

Reporting to: Senior Programme Manager (Operations and Projects), WLEP

Contract: Fixed term until 31 March 2027, with potential extension to March 2028

Responsibilities

  • Lead on the development and delivery of LEP funded skills project activity, working with the WLEP Executive management team, Worcestershire Growth Hub, Skills team, WLEP Board and sub boards.
  • Provide reports for key stakeholder forums including LEP Board, sub boards and others on the implementation of funded activity and advise on corrective action where necessary.
  • Promote projects to Worcestershire businesses/residents and relevant groups through publicity campaigns, researching and using different forms of effective media in conjunction with Worcestershire Growth Hub.
  • Develop policy in relation to the Worcestershire LEPs approach to skills and undertake a range of activities which will assist in implementing the agreed policy.
  • Establish and manage systems to receive and record enquiries and applications, ensuring effective and transparent application, appraisal systems and processes for the successful management of schemes which comply with the funding body’s rules and regulations.
  • Ensure projects are administered in accordance with the legal constraints for the project and other applicable regulations.
  • Design and commission the delivery of Skills services which deliver Worcestershire LEP’s key skills priorities and lead the procurement process for project work streams, from development of tender specification through to contract award as necessary.
  • Co‑ordinate the role of the suppliers and local education/training providers in providing support to the potential client group.
  • Initiate, organise, attend and contribute to as chair, speaker and/or facilitator, partnership and public events, conferences, seminars and other awareness‑raising activities related to the project workstreams.
  • Develop and maintain key stakeholder relationships with local, regional and national stakeholders across the private and public sectors in relation to skills.

Qualifications and Experience

  • Significant project management experience and knowledge of APM / PRINCE 2 / MSP project and programme management techniques.
  • Highly organised with the ability to manage multiple priorities at pace.
  • Drive, initiative, motivation and professional credibility and enthusiasm.
  • Experience of successful liaison, negotiation and communication with partnerships/suppliers.
  • Excellent report‑writing skills.
  • Experience of development and implementation of awareness campaigns targeting SMEs/residents.
  • A good understanding of national and regional bodies and policies related to skills development and business and innovation.
  • Experience of developing and delivering high‑quality presentations.
  • The ability to communicate, influence and negotiate, at a senior level with businesses.
  • Proficient in the use of MS Office.

Mobility Requirements

  • Ideally a car owner with full driving licence.
  • Willing and able to travel to different locations around the county, occasionally further afield.
  • Willing and able to work some unsocial hours (such as evenings and early mornings) as required to meet the needs of the service.
